Environmental Assessment Bulletin

Environment and Conservation Minister Clyde Jackman has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS RELEASED:

(1) Top Pond Wind Farm                                         (Reg. 1260)
Proponent: Top Pond Wind Farm Limited Partnership

The minister has released the above project from further environmental assessment review, subject to the following conditions:

  • A rare plant survey of the development area must be carried out by a qualified botanist prior to construction to determine if the area supports any rare or endangered plants and, if so, how these plants must be protected. Contact the Wildlife Division, Department of Environment and Conservation for detailed requirements.

  • An avian monitoring and mitigation program must be implemented, including, pre and post-construction monitoring, as per Environment Canada�s protocols. Contact the Canadian Wildlife Service for detailed requirements.

(2) Golden Gullies Access Road and Cottage Development (Reg. 1264)
Proponent: Ramsay & Marcella Smallwood

The minister has released the above project from further environmental assessment review, subject to the following conditions:

  • The proposed cottage development area may contain, Erioderma pedicellatum, a rare lichen which is presently listed as a species of special concern to the Committee on the Status of Endangered Wildlife in Canada (COSEWIC), and listed as vulnerable under the Province�s Endangered Species Act. Therefore,

    • The area must be surveyed for this Erioderma lichen prior to any road or cottage development activity taking place.

    • Should the findings of the survey indicate the presence of this Erioderma lichen, then:

      • the locations must be provided to the Wildlife Division, Department of Environment and Conservation; and,

      • a mitigation plan must be developed and approved by the Wildlife Division, Department of Environment and Conservation prior to the commencement of this undertaking.

(3) Crown Dist. 8 (Upper Scissors Pond) Forestry Plan Amendment                         (Reg. 1265)
Proponent: Department of Natural Resources

(4) Crown District 17 (Castor River) Forest Plan Amendment                             (Reg. 1266)
Proponent: Department of Natural Resources
