Environmental Assessment Bulletin

Environment and Conservation Minister Clyde Jackman has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

(1) Cavendish (Long Pt.) Mink Fur Farm Expansion                         (Reg. 1275)
Proponent: Viking Fur Inc.

The proponent proposes an expansion of the existing mink fur farm from its current size of 5,000 female breeders to 15,000 female breeders at Long Point Hill, off Route 80, between the communities of Cavendish and Heart�s Delight-Islington, Trinity Bay. The proposed expansion would produce approximately 75,000 kits annually with approximately five kits per litter. To accommodate the expansion construction includes: two new mink sheds (measuring 150 metres by 14 metres, and, 60 metres by 9 metres each), a cold storage facility (30 metres by 18 metres), and a shavings shed. Approximately 2-3 acres of land from the existing farm site will be used to accommodate the expansion. Construction is proposed to start in the fall of 2006. The undertaking was registered on July 11, 2006; public comments are due by August 16, 2006; and, the minister's decision is due by August 25, 2006.

(2) Fermeuse Wind Turbine Power Project                                    (Reg. 1276)
Proponent: Vector Wind Energy Inc

The proponent plans to construct a 24 Megawatt (MW) wind turbine generator farm approximately 800 metres to the west of the Town of Fermeuse, off Route 10, Avalon Peninsula, as per Newfoundland and Labrador Hydro�s request for proposals for wind power generation. The proponent proposes two alternatives for its project: (1) installation of 16, 1.5 MW turbines, or (2) 20, 1.2 MW turbines, for a total project capacity of 24 MW. The wind turbine generators will be between 69 and 85 metres in height, with a three-blade rotor diameter of between 62 and 77 metres. Construction at the site would also include approximately 8.5 kilometres of roads to access the turbines, transformers, and transmission lines for connection to Newfoundland Power�s Transformer Substation. The undertaking was registered on July 11, 2006; public comments are due by August 16, 2006; and, the minister's decision is due by August 25, 2006.

The minister encourages all interested parties to become involved and to make comments known. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.

GUIDELINES FOR ENVIRONMENTAL PREVIEW REPORT ISSUED:

Belleoram Crushed Rock Export Quarry                                 (Reg. 1247)
Proponent: Continental Stone Limited

On June 8, 2006 the minister announced an Environmental Preview Report (EPR) is required for this project. The minister has now issued guidelines for preparation of the EPR. The proponent is required, in accordance with the guidelines, to prepare and submit the EPR to the minister. The EPR, when submitted, will be available for public review. The guidelines are available to the public and may be accessed on the department�s web site or by contacting the Chair of the Environmental Assessment Committee, John Eason at (709) 729-5706 or e-mail at JEason@gov.nl.ca

UNDERTAKINGS RELEASED:

(1) Little Harbour (Deer Lake) Residential Development � Phase II                    (Reg. 1256)
Proponent: Lakeside Investment Inc.

The minister has released the above project from further environmental assessment review, subject to:

  • The proponent must consult with the Wildlife Division of the Department of Environment and Conservation to prepare a Wildlife Buffer Zone Plan acceptable to the minister prior to the commencement of the on-site activities.
  • (2) Codroy River South Branch to North Branch ATV Trail                   (Reg. 1257)
    Proponent: Alphonsus O�Quinn

    (3) Abitibi District 12, Grindstone/Joe Globes Areas Amendment              (Reg. 1258)
    Proponent: Abitibi-Consolidated Company of Canada

    The minister has released the above project from further environmental assessment review, subject to the following condition:

  • Abitibi-Consolidated Ltd. must consult with the Wildlife Division of the Department of Environment and Conservation to establish a plan acceptable to the minister for harvesting activities to be conducted so as to adhere to the guidelines established by the Wildlife Division for maintenance of woodland caribou habitat.
  • (4) Jackson�s Arm Snowmobile Trail                                            (Reg. 1261)
    Proponent: Newfoundland and Labrador. Snowmobile Federation
