Environmental Assessment Bulletin

Environment and Conservation Minister Tom Osborne has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Joe Batt's Arm All-Terrain-Vehicle Trail (ATV)                                     (Reg # 1241)
Proponent: Mr. Aneas Emberley

The proponent proposes to construct an ATV trail to a remote cottage near Joe Batt's Arm, Notre Dame Bay. The trail will be approximately two to 2.5 metres wide and two kilometres long. One bridge will be required to cross a two-metre stream near the beginning of the trail. Approximately 75 per cent of the trail will traverse open country consisting of rocky barrens. Approximately 20 per cent of the trail will cross a wooded area and approximately five per cent of the trail will be constructed along the periphery of a barren marshland area. Some log corduroy construction will be required along this section. The anticipated construction planned for the spring of 2006 will be for a two-week duration. The undertaking was registered on March 8, 2006; public comments are due on April 14, 2006; and the minister�s decision is due on April 22, 2006.

Incinerator Road (Foxtrap/St. John�s) Quarry                            (Reg # 1242)
Proponent: Cabot Ready Mix Limited

The proponent intends to replace their existing concrete sand and aggregates quarry west of the Foxtrap Access Road with a new quarry on a 2.3 hectare site 100 metres to the south. The 100 metre access road will require a culvert to cross Nut Brook which will have a 50 metre wide buffer of undisturbed vegetation maintained on both sides. Lands to be quarried will be cleared and grubbed in stages with topsoil to be stockpiled on site for use in decommissioning. Construction (to commence as early as May 1, 2006) is estimated to last two weeks and to require six truck drivers, two heavy equipment operators and two laborers. Crushing, washing, and concrete production will take place at an existing approved off-site location. The project was registered on March 10, 2006, public comments are due by April 14, 2006 and the minister�s decision is due by April 24, 2006.

ENVIRONMENTAL PROTECTION PLAN ACCEPTED AS SATISFACTORY:

La Scie Recreation Committee

The minister has accepted the Environmental Protection Plan (EPP) as satisfactory.

The minister encourages all interested parties to become involved and to make comments known. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.
