NLIS 9 July 26, 2005 (Municipal and Provincial Affairs) Investigative report into CBS Town Council released The Department of Municipal and Provincial Affairs has released a report prepared by NKHK Chartered Accountants following an investigative review regarding a number of concerns expressed by members of the Conception Bay South Town Council. The report reviewed 14 issues providing separate conclusion for each. �We are satisfied with the manner in which the investigation was carried out and feel that all the concerns raised were thoroughly investigated,� stated Jack Byrne, Minister of Municipal and Provincial Affairs. Minister Byrne highlighted one issue of concern regarding the extension of water and sewer services to Smith�s Place. �Services were extended outside the limits of a servicing agreement without council or ministerial approval, and a potential conflict of interest occurred as a member of council was a beneficiary of this extension.� The report has been presented to members of the CBS Town Council in a meeting held on Thursday, July 21. �We felt a responsibility to review the
concerns expressed by members of council, and release the findings to the public
for their review,� added Minister Byrne. �There are a number of internal
conflict issues raised that require greater consideration by the mayor and
council, but do not require further intervention by government. It is now up to
the council to address issues such as the administration and proper
documentation of meetings, and personality conflicts that may exist. Ultimately,
it will be up to members of the public to determine if actions of the mayor and
council were appropriate, and they will be given an opportunity to express their
