Senior executive appointments named

Premier Danny Williams today announced three senior executive appointments.

Joy Maddigan has been named Assistant Deputy Minister (Policy and Planning) in the Department of Health and Community Services.

David Norman has been appointed Assistant Deputy Minister (Labour Relations), a new position in the Public Service Secretariat, focusing on collective bargaining and classification.

Marilyn Field has been named Assistant Deputy Minister (Human Resources), Public Service Secretariat, a new position concentrating on the implementation of government�s human resource strategy.

"These experienced individuals demonstrate that Newfoundlanders and Labradorians continue to be well-served by one of the most professional and innovative public service in the country. I look forward to the contributions they will make in their new roles," noted Premier Williams."

BIOGRAPHIES

Joy Maddigan
Joy Maddigan joined government in 1990 as a psychiatric mental health nursing consultant within the Department of Health and Community Services. Since 1999, Ms. Maddigan has held the position of director of policy development in the Department of Health and Community Services where she was instrumental in the development of a provincial policy framework for mental health and addictions. Prior to her tenure in government, Ms. Maddigan, a registered nurse, enjoyed a 20-year career in nursing. From 1997-2003, she was also an adjunct professor with Memorial�s School of Nursing.

Ms. Maddigan holds a bachelor of nursing and masters in nursing (clinical speciality: psychiatric mental health) from Memorial University of Newfoundland and is currently completing a PhD in nursing from the University of Calgary.

David Norman
David Norman began his career in government in 1981 as a Treasury Board analyst and has held various progressive management positions throughout government including 11 years in the collective bargaining division of Treasury Board. In 2000, Mr. Norman served as the executive director of the Provincial Information and Library Resources Board. Since 2001 he has held the position of registrar of motor vehicles for Newfoundland and Labrador and sits as the provincial representative on the Board of Directors of the Canadian Council of Motor Transport Administrators.

Mr. Norman has a bachelor of commerce from Memorial University of Newfoundland and has completed several courses towards a masters of business administration. He has also completed several labour relations courses at Queen�s University and the University of Waterloo.

Marilyn Field
Marilyn Field returns to government following four years as vice president, human resource management and corporate services for the former St. John�s Nursing Home Board. Ms. Field started her career with the Alcohol and Drug Dependency Commission.

In 1992, Ms. Field entered government as a member of the human resource management team for the Department of Health and Community Services and continued her service until 2001 holding various positions within the same department and Treasury Board.

Ms. Field has a bachelor of science (psychology) from Memorial University of Newfoundland and a masters of business administration with specialization in employment relations from the University of Leicester in the United Kingdom. She has also completed the Human Resource Management Certificate Program at Queen�s University. In 2004, she was awarded a research fellowship with the Canadian Health Services Research Foundation. She is currently a member of the Canadian College of Health Services Executives and the International Personnel Management Association.
