Premier announces three senior appointments  

Premier Danny Williams today announced three senior appointments to the Newfoundland and Labrador Public Service.  Sandra Barnes assumes duties as Deputy Clerk of Executive Council, Julia Mullaley is the new Executive Director of Planning and Coordination with Cabinet Secretariat, and Paul Carter has been named as Executive Director of the Department of Natural Resources's operations in Labrador West. These appointments are effective over the course of the next month.  

�These individuals have distinguished track records of exemplary public service,� said Premier Williams. �I look forward to their ongoing contributions as they assist government in implementing the legislation, policies and programs that meet the needs of the people of the province.  Our province is moving towards a brighter future as we embrace new opportunities and work together to achieve our full potential.  Each of these individuals will play key roles in implementing our administration�s vision for this province.�  

As Deputy Clerk, Ms. Barnes will coordinate Cabinet meeting processes, supervise the operation of Cabinet Secretariat and support Cabinet in ensuring legislation is ready for introduction into the House of Assembly.    

Ms. Mullaley takes on newly-created responsibilities for coordinating issues management between departments and central agencies, monitoring the implementation of new policies and programs, and supervising the implementation of transparency and accountability requirements.   

Mr. Carter will direct the implementation of the department's natural resource policies and programs in Labrador . As the department's senior officer in Labrador , he will work with community partners, boards and agencies to promote government's economic agenda for the region.  

�These appointments reflect a strengthening of government's ability to develop responsive policies and programs,� added Premier Williams. �Additionally, Mr. Carter's appointment fulfils a Blueprint commitment to position a senior official in Labrador , dedicated to promoting the region's economic interests.  Labrador is critical to the future growth of the province, and we recognize the value of having a dedicated senior official as we work collectively with stakeholders in the region to promote the best interests of Labrador .�

BIOGRAPHIES  

Sandra Barnes

Since joining the Government of Newfoundland and Labrador in 1994, Ms. Barnes has held positions in Treasury Board Secretariat, Municipal and Provincial Affairs and Cabinet Secretariat.  In these assignments and in her previous career with Newfoundland and Labrador Computer Services Limited, Ms. Barnes has worked with government departments and agencies on a wide range of planning and development initiatives. She most recently served as Assistant Secretary to Cabinet for Program Renewal.  An experienced and effective team builder and manager of organizational change, Ms. Barnes led the coordination of government�s recent evaluation of programs and services.  She holds a Bachelor of Science (Computer Science) from Memorial University .  

Julia Mullaley

Julia Mullaley began work with the provincial government in 1993 as Audit Principal with the Office of the Auditor General. In 2003 she moved to Treasury Board, where she served as the Director of Budgeting.  Ms. Mullaley graduated with a Bachelor of Commerce (co-operative) degree from Memorial University in 1989. She worked with Doane Raymond, where she obtained a Chartered Accountant professional designation in 1991.  Ms. Mullaley has served on a number of government committees and volunteered with several organizations including the Institute of Chartered Accountants of Newfoundland, Admiralty House Museum and Archives Inc., St. George�s Youth Organization and the Heart and Stroke Foundation of Newfoundland and Labrador .  

Paul Carter

Paul Carter has an extensive and varied career in natural resource forestry management. He most recently served with Natural Resources Canada - Canadian Forestry Service in Corner Brook, focusing on sustainable forest management leading to research initiatives that include forest disturbance impacts, carbon cycling, climate change, and soil and water ecology processes.  Mr. Carter holds both Masters and Bachelor of Science degrees in forestry from the Faculty of Forestry and Environmental Management, University of New Brunswick .
