Premier announces
senior executive changes
Premier Danny Williams today
announced three senior executive appointments. The appointments are
effective Tuesday, April 26.
Brenda Caul, previously assistant secretary to Treasury Board
(Budgeting), assumes new duties as deputy minister of the Department
of Environment and Conservation.
Donna Brewer, former assistant deputy minister of administrative
services with the Department of Health and Community Services,
becomes assistant secretary to Treasury Board (Budgeting).
Paul Dean, previously deputy minister of the Department of
Environment and Conservation has been appointed special advisor on
environmental issues.
"These individuals have made strong contributions to the public
service," Premier Williams said. "I look forward to their continuing
leadership in advancing progressive policies and programs on behalf
of the people of the province."

BIOGRAPHIES
BRENDA CAUL
Brenda Caul has spent most of her career with the Newfoundland and
Labrador Housing Corporation, where she was comptroller for 17
years. Since 1999, she has held the position of assistant secretary
to Treasury Board (Budgeting). She has served as assistant deputy
minister (Municipal Support) with the Department of Municipal and
Provincial Affairs, and comptroller and chief financial officer of
Newfoundland and Labrador Housing Corporation. Ms. Caul has worked
as assistant comptroller with the corporation and also as a staff
accountant with H.R. Doane and Company. Ms. Caul holds a chartered
accountant professional designation, a Bachelor of Science from
Memorial University of Newfoundland and has served as the secretary
of the Newfoundland Chapter of the Treasury Managers Association.
DONNA BREWER
Donna Brewer has served as assistant deputy minister, Health and
Community Services since 1998. Prior to that she was director of
Budgeting, Treasury Board Secretariat. She has also worked in other
positions with Treasury Board, Department of Education, Provincial
Public Libraries Board and Department of Health. Ms. Brewer holds a
chartered accountant professional designation and a Bachelor of
Commerce (co-operative) honours degree from Memorial University.
PAUL DEAN
Paul Dean is a native Newfoundlander from North Harbour, Placentia
Bay. He is a graduate of Memorial University, obtaining a Bachelor
of Science degree and a Master of Science degree in geology. Before
joining the Government of Newfoundland and Labrador, Mr. Dean worked
in the exploration industry. He has also taught and worked as a
research geologist at Memorial University of Newfoundland. In 1980,
he joined the Newfoundland Department of Mines and Energy and in
September 1988, he was appointed assistant deputy minister of Mines.
In November 2000, he was appointed deputy minister of Environment
and Labour and in February, 2001 deputy minister of Environment. In
February 2004, Mr. Dean was appointed deputy minister of the new
Department of Environment and Conservation.
