Memorandum of Agreement for a 
National Park Reserve of Canada in the Torngat Mountains


The memorandum of agreement signed by Canada and Newfoundland and Labrador sets out the terms and conditions by which the Government of Newfoundland and Labrador agrees to transfer to Canada the administration and control of all lands required for the Torngat Mountains National Park Reserve of Canada.

Negotiations between the governments of Canada and Newfoundland and Labrador to complete this agreement took approximately four years to complete.

Highlights of the agreement include:

  • The formal terms agreed to by the federal and provincial governments in order to establish the Torngat Mountains National Park Reserve of Canada.

  • Parks Canada�s commitment to spend $14 million over the first 10 years of the agreement for the planning, development, operation and management of the national park reserve.

  • The establishment of a federal-provincial consultative committee � the first of its kind in Canada � that will meet at least once a year to work cooperatively on issues that are of mutual interest related to Parks Canada�s mandate throughout Newfoundland and Labrador.

  • The establishment of a public forum � also the first of its kind in Canada � that will take place in Labrador once every five years to provide the public with an opportunity to review issues and recommend action on matters relating to the Torngat Mountains National Park Reserve of Canada.

  • Parks Canada�s commitment to establish the park reserve administration office, and a visitor reception and orientation centre, in the community of Nain, Labrador.

  • Provisions to promote sustainable tourism opportunities associated with national parks and national historic sites located in Newfoundland and Labrador.

This agreement is subject to the terms and conditions set out in the Labrador Inuit Land Claims Agreement. The Torngat Mountains National Park Reserve of Canada will remain a park reserve of Canada (as opposed to a park) until all outstanding land claims in this area are settled.
