Environmental Assessment Bulletin

Environment and Conservation Minister Tom Osborne has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

(1) Deer Lake Mink Farm                                             (Reg. 1217)
Proponent: GIN Farms Inc.

The proponent plans the development of a mink farm off Goose Arm Road, near Deer Lake. The approximately 50 acre site is an existing agricultural lease, which is partially cleared with 10 acres in two fields and two existing small sheds. The farm will include mink sheds, a storage/pelting shed, perimeter fencing, temporary manure storage and access roads. Plans include starting with 1,000 female mink and expand over three to four years to 4,000 female breeders. Construction is tentatively scheduled to begin late fall, 2005. The project was registered on October 12, 2005; public comments are due by November 17, 2005; and, the minister's decision is due by November 26, 2005.

(2) District 5 (Gambo-Gander) Forest Management Plan Amendment                           (Reg. 1218)
Proponent: Corner Brook Pulp & Paper Limited

The proponent intends to construct 8.5 kilometres of primary forest access road (Home Pond Road) off the Gander Bay Highway north of Gander Airport and south of Jonathons Pond commencing late in 2005 or early 2006. Mechanical harvesting of the road right-of-way will take place and at least four streams will be crossed. Only currently approved timber inventory will be accessed. The project was registered on October 12, 2005; public comments are due by November 17, 2005; and, the minister's decision is due by November 26, 2005.

(3) Deadman's Bay (Lumsden) ATV Trail                                                              (Reg. 1219)
Proponent: Harold L. Chaulk

The proponent proposes to construct a 1.06 kilometre All Terrain Vehicle (ATV) trail to access a remote cabin in the Lumsden area. The trail would be accessed from Cranberry Farm Road and proceed southwest of Deadman's Bay. The trail would be six to eight feet wide and be constructed by chainsaw and hand tools. The undertaking was registered on October 12, 2005; public comments are due by November 17, 2005; and, the minister's decision is due by November 26, 2005.

The minister encourages all interested parties to become involved and to make comments known. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.


UNDERTAKING NOT TO PROCEED:

St. John�s (Northern Pond Road) Motor Sport Park                                  (Reg. 1210)
Proponent: Extreme Promotions Inc.

The minister has determined that the environmental effects of this undertaking are unacceptable and therefore, the project is not permitted to proceed at this location. In particular, the effects due to noise from the proposed motor sport park would be unacceptable on the users of Cochrane Pond Park which is located adjacent to the proposed facility.
