Environmental Assessment Bulletin

Environment and Conservation Minister Tom Osborne has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

(1) Stephenville (Hansen Highway) Auto Recycling Facility                     (Reg. 1205)
Proponent: Dean & Rebecca Rose

The proponent intends to operate an auto recycling facility (salvage yard) in Stephenville, immediately west of the highway salt shed at the intersection of Cold Brook Road, Igloo Road, and the Hansen Highway (Route 460). The proposed recycling operation will include construction of a 10 metre by 13 metre building on a one acre site. The project was registered on July 25, 2005; public comments are due by September 1, 2005; and, the minister's decision is due by September 8, 2005.


(2) Charlottetown Wood Processing Facility                       (Reg. 1206)
Proponent: Silas and Selma Noel

The proponent plans to construct a 600 square metre building to manufacture various wood products, such as flooring panels and siding in Charlottetown, Labrador. The proposed building will house kilns, saws, planers, moulders and other ancillary equipment required for wood manufacturing and is planned to be located alongside the Trans Labrador Highway, just before entering Charlottetown. The proponent intends to purchase up to 2,000 square feet of wood squares daily for the production of value-added wood products. Construction is tentatively scheduled to begin in November, 2005. The project was registered on July 28, 2005; public comments are due by September 1, 2005; and, the minister's decision is due by September 11, 2005.

The minister encourages all interested parties to become involved and to make comments known. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.

ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED

South Brook (Pasadena) Watercourse Channel Relocation
Proponent: Town of Pasadena

The following agencies have been appointed to the Environmental Assessment Committee for the above undertaking and will provide the minister with scientific and technical advice on the Environmental Preview Report (EPR):

  • Energy Branch, Department of Natural Resources
  • Environmental Protection, Environment Canada
  • Habitat Management, Fisheries and Oceans Canada

UNDERTAKINGS RELEASED:

(1) Seldom Access Road & Water Supply System Upgrading                            (Reg. 1196)
Proponent: Town of Seldom-Little Seldom

(2) Pleasantview Mussel Processing Facility                                (Reg. 1200)
Proponent: Norlantic Processors Ltd.

(3) District #8 (Lewisporte) CBPP 5-Yr Plan Amendment (Salmon Pd)              (Reg. 1185)
Proponent: Corner Brook Pulp and Paper Limited

The minister has released the Salmon Pond amendment from further environmental assessment review subject to the following conditions:

a 30 metre buffer must be maintained on the stream leading to Little Rocky Pond and the west side of Little Rocky Pond, and
the cutting block on the north side of Little Rocky Pond Brook cannot be accessed by constructing a crossing over the brook but must be accessed through existing resource roads in Gander Bay.
