Environmental Assessment Bulletin

Environment and Conservation Minister Tom Osborne has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS RELEASED:

(1) Pollard�s Point/Main River Snowmobile Trail                                 (Reg. 1184)
Proponent: Newfoundland and Labrador Snowmobile Federation

(2) Pine Cove (Open Pit) Gold Mine                                           (Reg. 1182)
Proponent: Anaconda Gold Corp.

The minister has released the Pine Cove Gold Mine from further environmental assessment review subject to the following conditions:

  • An Environmental Protection Plan (EPP) outlining appropriate site mitigation measures to address potential impacts during construction, operation and abandonment should be prepared for approval prior to start of construction.
     
  • An Environmental Effects Monitoring (EEM) program should be developed in consultation with appropriate regulatory agencies and submitted for approval prior to start of construction.
     
  • A survey must be conducted to identify any active eagle or osprey nests in the project area. Active nests should be reported to Inland Fish and Wildlife Division.
     
  • Anaconda Gold Corp. must submit a Human Resources Plan setting a corporate objective to achieve employment equity for women. This plan must be submitted to the Minister responsible for the Status of Women and approved prior to any hiring or tenders issued and prior to the start of construction.
     
  • A 30 m buffer must be maintained between the waterline at Pine Cove and the edge of the waste rock pile.

PUBLIC NOTICE:
Draft Canada-Newfoundland and Labrador Agreement on Environmental Assessment Cooperation

The public is invited to comment on a draft Canada-Newfoundland and Labrador Agreement on Environmental Assessment Cooperation.

The draft agreement applies when an environmental assessment of a proposed project is required under both the Canadian Environmental Assessment Act and Newfoundland and Labrador's Environmental Protection Act. The agreement establishes a process for a single, cooperative environmental assessment to avoid duplication and ensure the environmental assessment is conducted as efficiently and effectively as possible.

The 30-day public comment period begins on May 9, 2005.

Comments received by June 8, 2005 will be considered. Interested persons may submit their comments in the official language of their choice to: harmonisation@ceaa-acee.gc.ca.
