Auditor General releases Report to the House of Assembly on 
Reviews of Departments and Crown Agencies for the Year Ended 31 March 2004

John L. Noseworthy, C.A., Auditor General, today released his Report to the House of Assembly on Reviews of Departments and Crown Agencies for the Year Ended 31 March 2004.

The report contains approximately 600 pages of conclusions, commentary, recommendations and auditees� comments. The report outlines the reflections of the Auditor General, the results of reviews of government departments and Crown agencies, and information relating to monitoring of prior years� recommendations.

Mr. Noseworthy highlights five specific areas - Accountability, Education, Environmental Issues, Public Health and Safety, and Fiscal Issues.

Accountability - Information is provided dealing with government�s framework of accountability (including the new Transparency and Accountability Act), the results of the audits of two officers of the House of Assembly (the Office of the Child and Youth Advocate and the Office of the Citizens� Representative), and the lack of information provided to Members of the House of Assembly relating to tax expenditure programs.

Education - Information is provided dealing with the office�s reviews of school board executive compensation practices and the Newfoundland School for the Deaf.

Environmental Issues - Information is provided dealing with the office�s reviews of solid waste management and used tire recycling.

Public Health and Safety - Information is provided dealing with the office�s reviews of water quality management, elevating devices and other inspections, the school bus safety program at the Motor Registration Division, student transportation at school boards, special permits and in-transit permits issued by the Motor Registration Division, gambling rehabilitation services, firearms at the Royal Newfoundland Constabulary, and the Fire Commissioner�s Office.

Fiscal Issues - Information is provided dealing with the office�s reviews of the financial position and operating results of the province�s hospital boards, health and community services boards, and school boards, as well as the results of a review of fines receivable at the Department of Justice.
