Department of Justice releases external review of victim services program

Justice Minister Tom Marshall today announced the release of an external review of the Victim Services Program, which highlighted a quality, valued resource program to victims of crime. The report indicated Victims Services is highly regarded and valued by clients, community, staff and the judiciary system.

Stakeholders from across Newfoundland and Labrador participated in the survey which included community groups, clients and coordinators of Victim Services, and representatives from the judicial system. The evaluation included a program assessment of Victim Services, client satisfaction with current services and programs associated with these services.

"The Newfoundland and Labrador program compares favourably to Victim Services programs in other provinces; 92 per cent of those surveyed felt their overall experience with Victims Services was positive," stated Minister Marshall. "The external review confirms that clients of Victim Services would highly recommend the programs and the resources offered to victims of criminal offenses. We are proud of the program and the positive contributions made to the judiciary system, and of the hard work and commitment of Victim Services employees."

Funded by the Violence Prevention Initiative, the research was conducted by Hollett & Sons Inc. between May and August 2003. The findings highlighted many accomplishments and challenges of the 11 year program. The report indicated strong support regarding commitment and professionalism of staff, and their ability to provide support and information to clients requiring assistance. Results of the evaluation also indicated that Victim Services faces a number of challenges. The program is considered under-resourced, some geographical areas are perceived to be under-serviced, and concerns were expressed about the level of service provision to aboriginal communities in Labrador. A gap for service to children under the age of 16 was also identified.

"The recommendations addressed in the program evaluation are currently being reviewed by the department," added Minister Marshall.

Victim Services is a critical component of the Newfoundland and Labrador judicial system, assisting persons who have been victims of criminal offenses. It is available to victims over the age of 16 with services focusing mainly on victims of violent crimes, and also provides information services regarding the criminal justice system, pre-court preparation, and short-term counseling.
