Premier announces senior appointments

Premier Danny Williams today announced four senior appointments as a result of the recent restructuring of government.

Allan Masters is appointed chief executive officer of forestry services for the Department of Natural Resources, and will be the province�s senior official on the west coast of the province (Corner Brook).

Sheree MacDonald is appointed assistant secretary to cabinet (social policy) in the Cabinet Secretariat of Executive Council.

Heather MacLellan is appointed assistant deputy minister for Women�s Policy Office in Executive Council.

Cluney Mercer is appointed assistant deputy minister for transportation with the Department of Transportation and Works.

All four officials are long-serving members of the public service in Newfoundland and Labrador.

Biographies

Allan Masters
Mr. Masters was most recently deputy minister of the Department of Forest Resources and Agrifoods. He has also held the position of assistant deputy minister - Forestry and Agriculture (Operations). Mr. Masters� professional experience includes extensive work in the public service for over 20 years. Starting as a silviculture forester, Mr. Masters later became a forest management supervisor, planning silviculturalist, forestry regional supervisor, regional resource director and regional ecosystem director. Mr. Masters holds a bachelor of science in forestry (honours) from University of New Brunswick, as well as other post-secondary courses.

Sheree MacDonald
Ms. MacDonald was most recently the assistant deputy minister for the Women's Policy Office of Executive Council. She has an extensive background in government, including having held the position of director of policy and planning for public service reform and the Public Service Commission. Ms. MacDonald was also coordinator for both the program review and regulatory reform processes and worked in direct service delivery for a number of years with the former Department of Social Services. Ms. MacDonald holds a bachelor of social work degree from Memorial University and a masters certificate in project management from York University.

Heather MacLellan
Ms. MacLellan was most recently assistant deputy minister of cultural heritage with the Department of Tourism, Culture and Recreation where she was responsible for the development of provincial natural, cultural and heritage plans and policy, the federal/provincial cultural economic development programs, the provincial protected areas and wilderness reserves program, provincial historic sites and archaeology, the Arts and Cultural Centre program and other initiatives such as the Junos and the development of The Rooms. Prior to this, she was superintendent, Parks Canada, Eastern Newfoundland where she played a major role in the management of significant natural and cultural heritage in Eastern Newfoundland. Ms. MacLellan served in other capacities with Parks Canada including manager of new capital initiatives for Eastern Newfoundland and Labrador; superintendent of National Historic Sites Eastern Newfoundland; and director of marketing, Parks Canada, Ontario Region. Ms. MacLellan holds a B Sc. from Memorial University and has pursued post-graduate studies at Acadia University in marketing and tourism.

Cluney Mercer
Mr. Mercer was most recently executive director of roads with the Department of Works, Services and Transportation. He began his career as a resident engineer with the Department of Works, Services and Transportation in May 1987 working out of the Grand Falls Regional Office. In 1994 Mr. Mercer became the regional engineer for Central Newfoundland and in 1998 moved to St. John�s as director of highway design and construction for the department. He is the Newfoundland and Labrador representative on the Chief Engineers Council of the Transportation Association of Canada and is actively involved with PIARC (World Roads Congress) as a corresponding member. Mr. Mercer has a bachelor of engineering degree from Memorial University of Newfoundland.
