Environmental Assessment Bulletin

Environment and Conservation Minister Tom Osborne has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

St. Brendan�s (Cottel Island) Wind Power Project (Reg. 1144)
Proponent: Unity Bay Energy Ltd.


The proponent proposes to construct and operate two wind turbine generators at St. Brendan�s on Cottel Island, Bonavista Bay approximately 400 metres west of the Hydro plant. The proposal is for two 50 kilowatt (kW) wind turbines which will generate 100 kilowatts of electrical power, on 24-30 metre high lattice towers, with 15 metre diameter three-bladed rotors. Power from the wind turbines will be sold to Newfoundland and Labrador Hydro to supplement the existing diesel generating plant for distribution and resale to customers. Construction for the project will also include a control panel room and transmission line to bring power to the Hydro plant. The undertaking was registered on July 29, 2004; public comments are due by September 2, 2004; and, the minister's decision is due on September 12, 2004.

The minister encourages all interested parties to become involved and to make comments known. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.

UNDERTAKINGS RELEASED:

  1. Lomond River Campground Expansion (Reg. 1137)
    Proponent: Lomond River Lodge Limited
  2. Lawn Breakwater Construction and Channel Dredging (Reg. 1140)
    Proponent: Department of Fisheries and Oceans
  3. Experimental Spray Using Spinosad against Balsam Fir Sawfly (Reg. 1138)
    Proponent: Dow AgroSciences Canada Inc.

The experimental spray using spinosad has been released from further environmental assessment subject to obtaining necessary permits and approvals from regulatory authorities. The proponent must obtain a Pesticide Operators Licence under the Environmental Protection Act. The Pesticide Operators Licence will stipulate environment protection measures such as:

  • no-spray buffer zones around all water bodies;
  • public notification requirements of the spray program:
  • advertising in local media
  • posting signs in areas to be treated;
  • verbal notification to adjacent dwelling owners;
  • toll-free information number.
