Public tender issued for collection of household hazardous waste

MMSB today issued a public request for tenders from certified environmental contractors to manage all operational aspects of household hazardous waste (HHW) collection events, which will be held in various areas of the province in 2004.

Environment and Conservation Minister Tom Osborne said he is extremely pleased with the continuation of the household hazardous waste collection program. "This is an important waste management initiative that I fully support. The collection and recycling of household hazardous waste materials will help eliminate disposal and environmental problems associated with discarding these products in our landfills," said the minister. "The HHW program, in conjunction with other recycling and waste reduction programs administered by MMSB, will contribute to the overall waste diversion goals set out in the provincial waste management strategy."

John Scott, MMSB Chair and CEO said: "The household hazardous waste program is designed to support community collection events once or twice a year in those areas of the province where meaningful volumes of HHW can be diverted in a cost-effective manner. MMSB is pleased with the success of the program over the past number of years and is committed to continuing this service until more permanent HHW collection systems can be put in place by regional waste management committees throughout the province."

MMSB has administered a HHW program since 1998, providing safe hazardous waste collection for participating municipalities, raising awareness among the general public of household hazardous waste issues, and helping establish progressive waste management partnerships with participating communities. More than 280,000 litres of HHW, ranging from pesticides to leaded paint, has been collected from 16 municipalities since the beginning of the program.

In partnership with municipalities and Environment Canada, MMSB will hold up to 15 HHW collection events in as many as 10 municipalities in 2004. Torbay, Portugal Cove-St. Phillips, Mount Pearl, Paradise, Conception Bay South, Gander, Corner Brook, and Happy Valley-Goose Bay, have confirmed their participation in this year�s program; Marystown and Conception Bay Centre are also potential participants. It is anticipated that the first collection event will take place in June and the final event for 2004 will occur in October. Further details will be announced as they become available. The results of the 2004 program will be used to help shape the design of the program in 2005 and subsequent years.

A formal Invitation to Tender has been issued by MMSB today. Qualified contractors wishing to be considered for this opportunity must submit a tender to MMSB by Friday, May 14, 2004. The Invitation to Tender is for a one-year period with an option to renew for a second year. Tender specifications are available directly from MMSB.

MMSB is a provincial Crown agency that reports to the Minister of Environment and Conservation. Its mandate is to support progressive waste management practices in the province, with a particular focus on stewardship, waste reduction, recycling, and public education, in order to ensure a clean and healthy environment throughout Newfoundland and Labrador.
