Environmental Assessment Bulletin

Environment Minister Tom Osborne has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Crown Forest Management District 18 (Roddickton - Plum Point) Amendment                (Reg. 1118)
Proponent: Department of Forest Resources and Agrifoods

The proponent plans to access additional sawlog and pulpwood timber (58.5 hectares total) in both the Country Road (9.1 hectares) located near Ten Mile Lake and Penny's Pond (49.4 hectares) Operating Areas in Forest Management District 18, which covers the northern half of the Great Northern Peninsula. This amendment would enable the harvesting of approximately 4,300 cubic metres of wood and is planned for winter harvesting. The project was registered on February 4, 2004; public comments are due by March 11, 2004; and, the minister's decision is due on March 20, 2004.

The minister encourages all interested parties to become involved and to make comments known. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.

ENVIRONMENTAL PROTECTION PLAN (EPP) APPROVED:

Argentia Hydrometallurgical Demonstration Plant
Proponent: Voisey's Bay Nickel Co. Ltd.

Voisey's Bay Nickel Co. Ltd. proposes to construct a Hydrometallurgical Demonstration Plant at Argentia. The proposal is a "stand-alone" research facility to test the hydrometallurgical process for use in commercial plants, such as the one proposed for Argentia. An environmental registration was prepared for the small-scale demonstration facility only. The undertaking was registered on November 12, 2002 and after public and governmental review, was released from environmental assessment on December 23, 2002. One of the conditions of release was that an EPP, approved by the Minister of Environment, must be in place prior to commencement of any activities associated with the plan. The EPP was submitted on October 14, 2003 and after review and revision, was approved on January 29, 2004.
