Government of Canada and Government of Newfoundland and Labrador fund 
wharf launch-way in Bryant�s Cove

John Efford, Member of Parliament for Bonavista�Trinity�Conception, on behalf of Jane Stewart, Minister of Human Resources Development, along with Anna Thistle, Minister of Youth Services and Post-Secondary Education for Newfoundland and Labrador, today announced funding for the construction of a wharf launch-way.

The Bryant�s Cove Improvement Committee will receive Government of Canada funding of up to $17,000 to construct a launch-way for the local wharf. This project will provide valuable work experience for seven unemployed individuals. An additional $20,800 will be provided for participant allowances. The project started on May 12 and will run for 10 weeks.

"Currently, fishers have to anchor their boats in the cove, as the boats are too large for the wharf," said Mr. Efford. "This launch-way will enable fishers to launch their smaller boats to access the larger vessels."

The Government of Newfoundland and Labrador also contributed $12,600 from the following three departments: Fisheries and Aquaculture ($3,000); Municipal and Provincial Affairs (Special Assistance Grant) ($3,100); and Industry, Trade and Rural Development ($6,500).

"This project will improve local infrastructure and provide job experience to seven individuals, which will help them in their efforts to secure ongoing employment," said Minister Thistle.

This project is supported under the Canada�Newfoundland and Labrador Labour Market Development Agreement, through funding provided by Job Creation Partnerships (JCPs). JCPs support the creation of incremental and meaningful work opportunities for clients in activities that help develop the community and the local economy. Human Resource Centres of Canada or partner agencies work with employers and community organizations to identify employment opportunities that can provide Employment Insurance (EI) recipients with valuable job experience.

The federal government, as represented by Human Resources Development Canada, and the provincial government, as represented by Youth Services and Post-Secondary Education, are working to help unemployed individuals find work through the programs and services offered under the Canada�Newfoundland and Labrador Labour Market Development Agreement.

Funding for JCPs is provided through the Employment Insurance Act. EI claimants receive their regular income benefits and/or income support under EI Part II, Employment Benefits, which may be increased by the employer to a local prevailing occupational wage rate. Also eligible are other insured participants, such as clients who have received employment benefits within the last three years, or maternity or parental benefits that started in the past five years.

Funding for this project was provided for in the February 2003 federal budget.

This project has been reviewed to ensure compliance with the Department�s administration of its grant and contribution programs.
