Minister announces next phase toward modern waste management for Avalon region

Oliver Langdon, Minister of Municipal and Provincial Affairs, today announced the next phase toward modern waste management for the Avalon region. The former Avalon Waste Management Community Consultative Committee (AWMCCC) has been reconstituted as the new Greater Avalon Regional Waste Management Committee (GARWMC).

Dr. Melvin Regular has been appointed as chair of the new committee. "The committee under the leadership of Lloyd Wicks achieved a great piece of work, and I am very pleased that Dr. Regular will join a committed group of individuals in vigorously working toward the next phase of modern waste management for the greater Avalon region," said Minister Langdon.

Three new representatives will join the new committee, and three others will not return. councillor Lucy Stoyles will represent the City of Mount Pearl in place of Mayor Dave Denine. Sam Stack, deputy mayor of the Town of Petty Harbour Maddox Cove and Small Towns Director with the Newfoundland and Labrador Federation of Municipalities, will replace Paradise Mayor Diane Whalen as the federation�s representative.

The Conception Bay North Incinerator Association is in the process of concluding its function, therefore Association chair Frank Evely will not be returning. Baxter Rose, assistant deputy minister of policy and planning with the Department of Municipal and Provincial Affairs will join the new committee as a provincial representative and liaison. All other representatives on the former committee will maintain their representation on the new committee.

With the submission of the report Action Plan, Partnership for Responsible Waste Management, the AWMCCC successfully completed its mandate, to examine existing methods and types of waste disposal and recommend possible locations and administrative models for a new environmentally friendly and cost effective waste management facility for the Avalon region.

The new GARWMC will take the work completed by the AWMCCC and proceed to carry out further consultations with stakeholders, register and proceed through environmental assessment and impact studies, and develop a transitional plan toward the establishment of the new site and system. As well the committee will introduce an elected governance model consistent with the recommendations of the Action Plan, and establish itself as a representative regional waste management authority. The new committee will also pursue financing options for ultimate construction of the new site and infrastructure.

"Modern waste management is a goal that we must continue to strive for in this province," said Minister Langdon. "I am confident this reconstituted committee under the leadership of Dr. Regular will be successful in meeting their mandate and bringing us closer to the goal."

Dr. Melvin Regular, PhD. - Profile Highlights
Ph.D. in Educational Leadership - University of Ottawa
B.A., B.A.(Ed.) and M.Ed. in Educational Administration - Memorial University of Newfoundland

Since January 2003, Dr. Regular has been employed with the St. John�s Shipping Association and the International Longshoreman�s Association in the role of Chairperson and Secretary of the Pension Trust Fund Committee. In 2001 he served as Executive Director of the Government�s Freedom of Information Review Committee.

During his employment with the public school system, Dr. Regular served in the following positions: Executive Director of the Newfoundland and Labrador Denominational Education Commission; Assistant School District Superintendent; Provincial Curriculum Consultant for Social Studies, Kindergarten to Twelve; and Strategic Planning Consultant with the Provincial Department of Education. Dr. Regular has been a teacher at both the elementary and high school levels and a part-time lecturer at three Canadian universities including Memorial University of Newfoundland, St. Francis Xavier University, Nova Scotia, and the University of Ottawa, Ontario.

Dr. Regular is also actively involved in the community. He serves as a member of the Newfoundland and Labrador Law Society Discipline Committee and as a member of the Provincial Association of Heritage Industries.
