Reid/Power inquiry report received

Tom Marshall, Minister of Justice and Attorney General, today announced that his department has received the report from Judge Donald Luther on the joint inquiry into the deaths of Norman Reid of Little Catalina and Darryl Power of Corner Brook. The minister has provided a copy of the report to his colleague, Elizabeth Marshall, Minister of Health and Community Services, and has made arrangements for lawyers and their clients who participated in the inquiry to receive copies of the report as quickly as possible. The report is now available to the public.

"I am pleased that Judge Luthers report is available for review by government, " said Minister Tom Marshall. "It is important that we thoroughly review the report and assess the findings of Judge Luther. This is a collaborative report from both a justice and a mental health standpoint, and we must ensure that all stakeholders fully understand the issues so we can move forward in a cohesive and coordinated manner."

The minister also said that government will respond to the recommendations, after the report has been thoroughly reviewed and Cabinet has been briefed. "I am confident that Judge Luthers recommendations will be taken very seriously."

"Government is moving forward on a mental health strategy for the province," said Minister Elizabeth Marshall. "We initiated consultations with physicians, health care providers, consumers, advocates and other stakeholders on this strategy last month; feedback to date is positive and indicates we are moving in the right direction. We are anxious to review the reports of the Reid and Power inquiries to determine if there any additional recommendations that should be incorporated into the province's final strategy for mental health services."

The inquiries into the deaths of Mr. Power and Mr. Reid were combined in the Fall of 2002 to review aspects that were common to both cases. In March 2002 the inquiry got underway to identify areas of concern from both a policy and a policing perspective, with a view to having recommendations brought forward for the implementation of proposed changes.
