Minister releases Chancellor Park Evaluation Report

Health and Community Services Minister Gerald Smith today released the evaluation report of the Chancellor Park pilot project. Copies of the report have been distributed to all those involved in the evaluation, including the residents and their families who participated in the review. The purpose of the report was to review compliance with quality of care standards set out in the agreement, examine resident quality of life and satisfaction, and determine the cost-effectiveness of the agreement, and possible future arrangements.

"I now need to examine the report and its recommendations, and determine the next steps," said Minister Smith. "I recognize that those residents in the pilot project want and deserve a prompt answer, and government will move quickly. I also want to reassure those residents in the pilot project at Chancellor Park that they are part of the public long-term care system and government will continue to support their long-term care needs."

Based on a preliminary review of the report, the minister noted the following key findings:

  • Families of residents at both Chancellor Park and the comparator public facility generally rated quality of life and satisfaction levels at both facilities highly;
  • Chancellor Park is currently a less expensive option than public facilities in the St. John�s Region; and,
  • Compared to the other provinces reviewed, Chancellor Park is as costly as the more expensive nursing homes (private or public) operating in Nova Scotia, New Brunswick and Saskatchewan and, more costly than any homes operating in Ontario.

"This review will also provide valuable information as we move forward to develop a long-term care and supportive services strategy for the province � something I committed to do in Healthier Together, our strategic health plan," said Minister Smith.

Chancellor Park is the only private nursing home in the province. In October 2001, government entered into a pilot project with Chancellor Park whereby government would provide 30 nursing home bed subsidies. The project was extended in March 2002 to allow for a full evaluation to be conducted.
