Minister announces new impaired driving laws

George Sweeney, Minister of Government Services and Lands, announced in a news conference this morning that government is ready to proceed with the commencement of tougher laws to combat impaired driving. The minister was joined by representatives from the Royal Newfoundland Constabulary (RNC), Royal Canadian Mounted Police (RCMP), Motor Vehicle Registration, Mothers Against Drunk Driving (MADD), and the Newfoundland and Labrador Safety Council.

"Government has worked hard to develop these new rules, following a process of consultation and study. It is always an important time when we introduce new measures to increase public safety," said Minister Sweeney.

The impaired driving legislation was passed in the House of Assembly during the fall 2002 sitting and preparations for implementation have been ongoing. The following new laws will apply to anyone who is charged with impaired driving on or after August 1, 2003:

  • A new 90-day administrative suspension;
  • Provisions for vehicle seizure and impoundment;
  • Implementation of a voluntary Ignition Interlock Pilot Program;
  • Increased suspension periods.

In 2001, government formed an impaired driving committee consisting of government officials, RNC, RCMP, MADD, and Newfoundland and Labrador Safety Council representatives.

"Government decided to implement the majority of recommendations of the impaired driving committee. This committee worked together to evaluate the best avenues to combat impaired driving. Their November 2001 report formed the basis for the legislation passed and the announcement being made today," said Minister Sweeney.

"The introduction of a voluntary Ignition Interlock Program will allow suspended drivers to reacquire their licences earlier, with the restriction that they have this device installed on any vehicle they drive. MADD has advocated this program across Canada and the Government of Newfoundland and Labrador believes this will prove to be a valuable tool in the fight against impaired driving. Government has awarded a three-year contract to Guardian Interlock Systems to oversee the installation, training, and monitoring of this program."
