Environmental Assessment Bulletin

Environment Minister Tom Osborne has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act:

COMPONENT STUDY ADDENDA RECEIVED

Cartwright Junction to Happy Valley-Goose Bay Trans Labrador Highway
Proponent: Department of Works, Services and Transportation

The proponent has submitted the Addenda for the Fish and Fish Habitat Component Study and the Caribou Component Study which are to address the further work required by the Minister of Environment. Public comments on each of the component study addenda should be provided to the Minister of Environment and must be received by December 17, 2003 in order for the minister to render his decision on the adequacy of the component study addenda by December 30, 2003.

ENVIRONMENTAL IMPACT STATEMENT/COMPREHENSIVE STUDY REPORT ADDENDUM RECEIVED

Cartwright Junction to Happy Valley-Goose Bay Trans Labrador Highway
Proponent: Department of Works, Services and Transportation

The proponent has submitted the Addendum for the Environmental Impact Statement/Comprehensive Study Report which is to address the further work required by the Minister of Environment. Public comments on the addendum should be provided to the Minister of Environment and must be received by January 1, 2004 in order for the minister to render his decision on the adequacy of the Environmental Impact Statement by January 19, 2004.

The Component Studies and Environmental Impact Statement/Comprehensive Study Report Addenda are each available on the department's Web site. UNDERTAKING REGISTERED:

Southwest River, Port Blandford Quarry
Proponent: Clyde Oldford

The proponent proposes to expand an existing quarry for obtaining sand and gravel for a small construction business. The proposed quarry is located in Port Blandford, Southwest River area, approximately one kilometre from the mouth of the river and approximately 130 metres from the water's edge at Clode Sound. The proposed quarry dimensions are approximately 60 metres by 60 metres.

The undertaking was registered on November 7, 2003; public comments are due on December 18, 2003; and the minister's decision is due on December 22, 2003.

UNDERTAKINGS RELEASED:

1) Hinds Lake Snowmobile Trail
Proponent: Newfoundland and Labrador Snowmobile Federation

2) Gambo-Port Blandford Cottage Management Plan
Proponent: Department of Government Services and Lands

The undertaking has been released from further assessment subject to the following terms and conditions:

1. The size of the Cottage Development Area at Spracklin�s Road shall be reduced as shown on Map 1

2. The proposed Cottage Development Area on the south shore of Maccles Lake west of Chain Pond Brook shall be relocated to the north shore of the lake as shown on Map 1

3. The boundary of the Cottage Development Area on the south shore of Maccles Lake east of Chain Pond Brook shall be reduced in size as shown on Map 1

3) Nain Wind Turbine Generation Farm
Proponent: Unity Bay Energy Ltd.

The undertaking has been released from further assessment subject to the following terms and conditions:

1) An avian monitoring program will be required. The proponent is required to contact the Inland Fish and Wildlife Division, Department of Tourism, Culture and Recreation and Canadian Wildlife Service, Environment Canada for the monitoring requirements.

2) Unity Bay Energy Limited must meet with the Town Council of Nain for their requirements on the wind power project, and a development permit will be required from the Town Council of Nain for activities located within the town�s municipal boundaries.

The minister encourages all interested parties to become involved and to make comments known. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.
