Environmental Assessment Bulletin

Environment Minister Bob Mercer has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Ramea Wind-Diesel Demonstration Project
Proponent: Frontier Power Systems Inc.

The proponent proposes to install and operate a demonstration wind plant consisting of six 65 kW wind turbines and ancillary equipment interconnected to the Newfoundland and Labrador Hydro utility grid. The turbines will be installed on 25 meter high, freestanding, lattice towers at distances of 75-150 meters and are horizontal axis turbines with three blades and a rotor diameter of 15 meters. The diesel plant controller will be modified to integrate the wind plant with the existing diesel plant. The area occupied by the wind plant will consist of approximately 2.5 hectares adjacent to the Town of Ramea�s community water reservoir with each turbine fenced with a 1.8 meter high chain link fence. Construction is expected to commence in September with the wind-diesel control system to be commissioned in December 2003. The undertaking was registered on July 15, 2003; public comments are due by August 20, 2003; and the minister�s decision is due August 29, 2003.

The minister encourages all interested parties to become involved and to make comments known. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.

UNDERTAKING RELEASED:

2003 Balsam Fir Sawfly Experimental Spray Program Using NeabNPV
Proponent: Canadian Forestry Service

The above project has been released from further environmental assessment subject to obtaining necessary permits and approvals from municipal, provincial, or federal authorities. The Canadian Forestry Service must obtain a Pesticide Operators Licence under the Environmental Protection Act. The Pesticide Operators Licence will stipulate environment protection measures such as:

  • no-spray buffer zones around all water bodies
  • public notification requirements of the spray program:
  • advertising in local media
  • posting signs in areas to be treated
  • verbal notification to adjacent dwelling owners
  • toll-free information number.
