Environmental Assessment Bulletin

Environment Minister Kevin Aylward has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Foxtrap Biomedical Waste Management Facility
Proponent: Island Waste Management Inc.

The proponent proposes to construct and operate a Biomedical Waste Management Facility co-located with its existing Hazardous Waste Transfer Facility on Incinerator Road in Foxtrap. Currently biomedical waste is collected from several collection points on the island and transported to an incineration facility in Moncton, New Brunswick. The proponent now proposes that the waste would be transported to the proposed treatment facility at Foxtrap.

All activity associated with the facility would be located in a permanent pre-fabricated building which would encompass 3,000 sq. ft and include space for the treatment system, temporary cold storage, receiving and transport container decontamination. The facility would be capable of treating up to one metric tonne of waste per day.

The proponent proposes that transport vehicles would offload secure sealed re-useable containers inside the building within a bermed area which would be sloped and equipped with a sump. All works associated with the treatment of waste would be housed within the structure. It is proposed that post-treatment residuals will be removed for approved disposal. The proponent is aiming for an operational start target in the third quarter of 2003. The undertaking was registered on December 2, 2002; public comments are due by January 7, 2003; and the minister�s decision is due by January 16, 2003.

The minister encourages all interested parties to become involved and to make comments known. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.
