Environment Minister Ralph Wiseman has announced the following events relative to the Environmental Assessment Act.

NEW UNDERTAKINGS REGISTERED:

Cartwright Junction to Happy Valley-Goose Bay Trans Labrador Highway
Proponent: Department of Works, Services and Transportation

The proponent proposes to construct and maintain a two-lane gravel surface highway for an approximate distance of 250 kilometres from Cartwright Junction (87 kilometres south of Cartwright) to Happy Valley-Goose Bay. The road will be constructed to a Rural Local Undivided 80 kilometres per hour design standard with a posted speed limit of 70 kilometres per hour. Construction will be carried out in phases over a six-year period with the initial phase scheduled to begin in 2003 and final construction in 2008. The undertaking was registered on April 3; public comments are due on May 8; and the minister's decision is due on May 18.

2002 Mimic Forest Spray Program For Hemlock Looper
Proponent: Department of Forest Resources and Agrifoods

The proponent proposes to implement an aerial insecticide spray program using the product Mimic (tebufenozide) against the hemlock looper insect pest. The proposed forest areas designated for application are forecast to receive moderate to severe defoliation by hemlock looper in 2002. The insecticide program using Mimic (up to approximately 30,000 hectares) is proposed to be a smaller component of the overall control program for the hemlock looper using the biological insecticide, B.t.k (approximately 70,000 hectares). The registration document submitted provides background information on the current infestations, control options, information on the product Mimic, details of the actual spray program and the schedule. The locations of the proposed mimic control program are primarily to take place on the Northern Peninsula between Plum Point and Main Brook. Some treatment is also planned to take place in Western Newfoundland in the Corner Brook, Deer Lake and Hampden areas; as well as Central Newfoundland between Red Indian Lake and Meelpaeg Lake. The undertaking was registered on April 3; public comments are due on May 8; and the minister's decision is due on May 18.

2002 Neemix 4.5 Forest Spray Program For Balsam Fir Sawfly
Proponent: Department of Forest Resources and Agrifoods

The proponent proposes to implement an aerial insecticide spray program using the product Neemix 4.5 (azadirachtin) to selected forest area (mainly silviculturally treated stands) to address the infestation of balsam fir sawfly. Neemix is a naturally occurring botanical insecticide which is extracted from the Neem tree. The spray program will focus on areas forecast to receive moderate and severe defoliation in 2002 from the balsam fir sawfly. The registration document submitted provides background information on the current infestations, control options, information on the product Neemix 4.5, details of the actual spray program and the schedule. The locations of the proposed control program are from the south of Corner Brook to the Grand Lake area, and to the north of Milltown - Head of Bay d'Espoir area. The undertaking was registered on April 3; public comments are due on May 8; and the minister's decision is due on May 18.
