Environmental Assessment Bulletin

Environment Minister Ralph Wiseman has announced the following events relative to the Environmental Assessment Act.

UNDERTAKINGS RELEASED:

Deer Lake Commercial-Retail Land Development
Proponent: Town of Deer Lake

The minister has released the undertaking subject to the condition that a 50 metre buffer be implemented between the Humber River and the proposed development as measured from the highwater mark of the river.

Heart's Content Boat Building and Fibreglassing Facility
Proponent: JSS Enterprises Limited

The minister has released the undertaking from further environmental assessment subject to the proponent obtaining a Certificate of Approval from the Pollution Prevention Division of the Department of Environment and subject, but not limited, to the following general conditions:

1. No boat building and/or fibreglassing work may be performed outside of the facility.

2. The facility shall be made airtight through re-construction or substantial modification of
    the building.

3. The facility shall be designed and operated such that odorous vapours may exit only
    through designated exhaust points.

4. Exhaust fans shall be used to extract contaminated air from the building, and must be
    operated at all times when styrene vapours or dust may be released.

5. The exhaust system shall be installed in combination with one of the following control
    options:

a) Filtration equipment shall be installed at each exhaust fan in the building;
b) Air exiting every building exhaust fan shall pass through one or more
    vertical exhaust stacks.

6. Should these measures fail to reduce odours and/or fibreglass particulate to acceptable
    levels, the proponent will be required to use Low Styrene Emission (LSE) resins or
    styrene suppressants for all fibreglassing work. As well, the proponent may be required
    to undertake regular monitoring, recording and reporting of air emissions and/or ambient
    air, to ensure compliance with ambient standards.

7. The department will consider any combination of the above control methods, provided
    the proponent can demonstrate that it has an odour reduction efficiency equivalent to or
    surpassing the options presented above.
