Environmental Assessment Bulletin

Environment Minister Ralph Wiseman has announced the following events relative to the Environmental Assessment Act. Copies of documents may be obtained by contacting the Department of Environment at (709) 729-2562 or by calling toll-free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.

UNDERTAKING REGISTERED:

Interim Storage Location for Tubulars Contaminated with Naturally Occurring Radioactive Material (NORM) Scale, Donovans Industrial Park, Mount Pearl

Proponent: ASCo Canada Ltd.

The proponent intends to invest $10,000 to build a fenced area of approximately 800 square metres at 10 Corisande Drive in Mount Pearl to service offshore oil industry well completion activities. The fenced area would provide a storage location for tubulars until they can be shipped for cleaning and decontamination. In anticipation of construction, that would start not later than May 2002, the proponent has filed their Environmental Protection Plan for NORM (160 pages). The project was registered on January 9, 2002, public comments are due February 13, and the minister's decision is due February 23.

UNDERTAKINGS CONDITIONALLY RELEASED:

Five Year Operating Plan, District 14 (2002 - 2006)
(Gallants to Port aux Basques)
Proponent: Corner Brook Pulp and Paper Ltd.

The minister has released the undertaking subject to the following terms and conditions:

1. That logging and silviculture activities in three areas identified by the Inland Fish and Wildlife Division be curtailed until such time as the population status of pine marten in these areas can be determined and/or an alternative harvest strategy can be developed by CBPP that maintains the essential habitat features for pine marten while allowing logging to proceed. Following the analysis of the model outputs, the Inland Fish and Wildlife Division may require amendments to operating areas and/or harvesting methods to allow for continued protection and recovery of the endangered pine marten population as indicated in the Pine Marten Recovery Plan.

2. That the additional employment information needed by the Women's Policy Office be supplied by the submission within six months of a Human Resource Plan for this undertaking, outlining specific initiatives and targets to address the need for gender equity in the undertaking, and that the proponent submit an employment monitoring report on an annual basis, including collection of employment statistics by gender in order to track progress on the plan and to implement adjustment strategies if targets are not being attained.

District 16 Five-Year Operating Plan (Lower Great Northern Peninsula)
Proponent: Abitibi-Consolidated

The minister has released the undertaking subject to the following terms and conditions:

1. That the proponent run the pine marten suitability model for the district. Following analysis of the model outputs, the Inland Fish and Wildlife Division may require amendments to operating areas and/or harvest methods to allow for continued protection and recovery of the endangered pine marten population as per the Pine Marten Recovery Plan.

2. The additional employment information needed by the Women's Policy Office be supplied by the submission within six months of a Human Resource Plan for this undertaking, outlining specific initiatives and targets to address the need for gender equity in the undertaking, and that the proponent submit an employment monitoring report on an annual basis, including collection of employment statistics by gender in order to track progress on the plan and to implement adjustment strategies if targets are not being attained.
