Snow accumulation blocking building exits


Due to the large accumulation of snow, the Office of the Fire Commissioner and fire departments are receiving a number of complaints respecting building exits being obstructed by snow accumulation.

Fire Commissioner Fred Hollett wishes to advise all property owners that designated exits in buildings or areas must be kept clear of snow accumulation and be available for use at all times. As well, the outside egress paths away from the exit must be clear. It is not acceptable to simply shovel the door, resulting in persons exiting into a small space immediately outside the door and then face large banks of snow.

The proper maintenance and operation of exits is the direct responsibility of the building owners or managers. Failure to provide such may result in property owners being charged under the Fire Prevention Act.

Fire Commissioner Hollett also advises that in the case of basement apartments in apartment buildings or dwelling units, it is advisable to keep windows free of snow accumulation as well. In the case of these units, windows are recognized as a second means of exit if necessary.

The Fire Commissioner requests and encourages all property owners or managers to be vigilant to snow accumulation and keep exits and windows clear.
