Morgan Cooper appointed full-time chair of the Labour Relations Board


Labour Minister Anna Thistle is pleased to announce the appointment of Morgan Cooper as full-time chair of the province's Labour Relations Board.

Mr. Cooper, who currently serves as part-time chair, and has previously served as part-time vice-chair, will assume his new position effective April 1, 2001. This appointment is for a five-year term. Mr. Cooper's qualifications include a Bachelor of Law from Dalhousie University, Halifax, Nova Scotia, a Master of Industrial Relations degree from the University of Toronto and a Bachelor of Commerce degree from Memorial University of Newfoundland.

"The case load of the Labour Relations Board has increased significantly in recent years and a full-time chairperson is critical to the future effective operation of the board," said Minister Thistle. 

"In his role as an independent chair of the Labour Relations Board, as well as a labour arbitrator, Mr. Cooper has gained the respect of the labour/management community," she stated. "In 1996, he served as a consultant to government in the development of an effective labour management legislative regime for the offshore oil and gas industry, and most recently Mr. Cooper made a series of recommendations to government on labour relations processes for offshore oil and gas construction and fabrication projects."

Mr. Cooper's appointment is in keeping with the emphasis government is placing on improving labour relations in the province. "I am confident that the appointment of Mr. Cooper as full-time chair will greatly enhance the efficiency and effectiveness of the board in responding to labour relations issues," the minister added.
