Debate to focus on need for research and development funding

A resolution presented by the MHA for Carbonear-Harbour Grace will focus debate in the provincial legislature this afternoon on the need for research and development funding.

"Access to research and development funding, especially from federal programs designed for that purpose, is vital to economic development in our province," said George Sweeney. "Newfoundland and Labrador has huge research and development needs, a point repeatedly raised during government's Jobs and Growth consultations. Emerging new economic opportunities in our province must be supported by enhanced public and private sector research and development capabilities. If we don't access federal funding programs, we will not see the substantial economic benefits other provinces receive from such funding."

Mr. Sweeney pointed to the federal Technology Partnerships Canada (TPC) program as an example.

  • As of October 31, 2001, this program had invested in 136 projects across Canada, with a total investment of $1.6 billion. This investment will leverage $7.4 billion in innovation spending.
  • Of the total investment of $1.6 billion, $5.9 million was invested in projects in Newfoundland and Labrador. 
  • The total number of jobs created as a result of TPC investment was 30,794. Of that number, 92 jobs were created in Newfoundland and Labrador. In Ontario, 14,520 jobs were created and, in Quebec, 11,235 jobs were created.

Mr. Sweeney's resolution in the House of Assembly is as follows:

"Whereas research and development is an important factor in the economic development of this province; and

"Whereas there is funding available through various federal programs to promote research and development;

"Be it resolved that this House of Assembly supports efforts to access research and development funding for the advancement of economic development in this province."
