Minister endeavouring to assist flood victims

Walter Noel, Minister of Government Services and Lands and MHA - Virginia Waters, is investigating whether any level of government may be able to assist with costs resulting from yesterday's flooding in St. John's. He will also be calling on city council to ensure there is adequate infrastructure to deal with flood threats, and speaking with the insurance industry to see what can be done to make sure homeowners have appropriate insurance.

"Many people have incurred substantial damage. I know because I live in one of the hardest hit areas. Some of my friends, neighbours and constituents have suffered big losses. Many have computer and other electronic equipment, pianos, pictures and other valuable possessions destroyed. House damage is significant, particularly where sewage has backed up. Total costs will be enormous. People have to clean up immediately. A number have contacted me for assistance. Unfortunately, contrary to a statement issued by the Insurance Bureau of Canada, most homeowners do not appear to have the necessary coverage for sewer backup. People are being advised by their insurers that they will only be covered if they have the specific provisions required.

"I am looking into whether assistance might be available through any level of government. I am not aware of any provincial program in place. We are investigating possibilities with the federal and municipal governments. I've spoken with Mayor Wells who is also endeavouring to determine whether assistance could be made available, and assures me the city will assume liability if there is evidence of negligence.

"The Department of Municipal and Provincial Affairs is dealing with the issue on behalf of the province. Discussions are being held by all levels of government today. It is too early to determine whether assistance can be made available. I appreciate the urgency required, and am working to make sure all possibilities are pursued."
