Minister Noel releases survey results on cell phones and driving

Ninety-five per cent of Newfoundlanders and Labradorians believe cell phone use by vehicle drivers is either a serious or very serious safety problem. Only five per cent believe that all types of cell phone use should be permitted while driving. Fifty-five per cent say the practice should be prohibited entirely, while 39 per cent feel hands free is acceptable.

These are the results of a recent survey commissioned by the Department of Government Services and Lands. 

Walter Noel, Minister of Government Services and Lands, said: "Earlier this year, I asked citizens to contact me with respect to the use of cell phones while driving. I also had this poll commissioned. The information I have received in writing, by e-mail, or anecdotally reflects the sentiments identified in the survey.

"Cell phone use by drivers is clearly a problem. Some 15 countries throughout the world have implemented restrictions to date. The state of New York and certain local jurisdictions throughout North America have enacted prohibitions, and many jurisdictions are contemplating action.

"This issue was discussed at the annual Atlantic Transportation Ministers' Conference held in St. John's last week. All expressed concern and are reviewing options. The matter is also on the agenda for the Federal/Provincial Transportation Ministers' Meeting to be held on September 20 in Halifax.

"While it would be desirable to have consistency across the county with respect to this matter, we have to be prepared to act on our own if that is what the people of our province want. I am arranging a meeting with officials of the Royal Newfoundland Constabulary, the Royal Canadian Mounted Police and the Newfoundland Safety Council to discuss the issue and consider whether interim measures should be taken before legislative changes are made or a national consensus develops. The least we must do is ensure the public is made aware of mounting evidence that cell phone use by drivers is dangerous, and could even be deemed a contravention of existing laws requiring due care and attention.

"In the meantime, I encourage all motorists to stop their vehicles before making or receiving cell phone calls."
