Minister responds to FRCC report on 3Ps cod stocks

Gerry Reid, Minister of Fisheries and Aquaculture, today responded to a report released by the Fisheries Resource Conservation Council (FRCC) which made recommendations to the Federal Minister of Fisheries and Oceans on the 3Ps cod stocks.

"As the Minister of Fisheries and Aquaculture, my main concern is seeing the 3Ps cod stock recover to a point where we can have a significant and sustainable fishery for the benefit of all harvesters and fish processors on the south coast of the province," said Minister Reid. "Two years ago, it appeared that we were headed in the direction of a sustainable fishery in the 3Ps region. However, after being briefed by the FRCC and reading this report, I am convinced that the recommended reduction in the TAC is necessary, given that the latest stock status report on 3Ps cod suggests the overall biomass is approaching those levels seen just prior to the moratorium."

The report recommended a reduction of the Total Allowable Catch (TAC) for 3Ps cod from 20,000 in 2000 to 15,000 in 2001. As well, the report included recommendations of restrictive conservation measures including limiting the use of gill nets to June, July and August.

Many areas in 3Ps have traditionally had a hook and line fishery; however, since reopening in 1997, the inshore quota has largely been taken by gill nets. Any gear type can be harmful if not used responsibly, and it is therefore important to reinforce the need for responsible fishing practices so as to ensure the future viability of this fishery. Minister Reid noted that the recommendations of stricter conservation measures will cause a degree of difficulty for some harvesters. However, many involved in the fishery themselves have expressed the view that such measures are necessary if the stock is to return to sustainable levels.

"I fully support the efforts of the FRCC and DFO in their attempts to recover the 3Ps region to a sustainable and viable fishing industry, and that this should be guided by both scientific advice and consultation with stakeholders," added Minister Reid.
