Ministerial Statement

Today, with concurrence of the Leader of the Opposition and the Member for Signal Hill-Quidi Vidi, I will move that Fraser March be appointed as Citizen�s Representative effective February 1, 2002.

I wish to inform the House that this proposed appointment has been made, as I indicated, by agreement of all parties. As you are aware, we made a commitment to appoint a Citizens� Representative to ensure greater confidence in the institutions of government. It is a priority for government to create a greater level of trust, openness and accountability.

Mr. March, as our new Citizens' Representative, will have a mandate to hear public concerns regarding the administration of programs and services. He is independent of government and is free to make recommendations which he feels are necessary.

Mr. March is no stranger to the people of this province. His work as President of the Newfoundland Association of Public Employees for more than a decade gave him a heightened awareness among not only public employees, but all Newfoundlanders and Labradorians. He was also a teacher for many years, both in the school system and in the adult vocational system, and in recent years, was a self-employed labour consultant. Mr. March�s skills as an experienced negotiator and competent communicator and leader will undoubtedly prove invaluable to the people of Newfoundland and Labrador.

We look forward to having Mr. March serve this Legislature and the people of the province in his new role as Citizens� Representative.
