Premier announces senior appointments

Premier Roger Grimes today announced several senior appointments within the public service.

Donna Kelland has been appointed assistant deputy minister of trade and investment � jobs and growth with the Department of Industry, Trade and Rural Development. Ms. Kelland comes to the position from her role as assistant secretary to Cabinet for economic policy.

Tim Murphy will move into the position of assistant secretary to Cabinet for economic policy. He most recently held the position of assistant deputy minister with the Department of Intergovernmental Affairs and has recently been on an interchange with the Privy Council Office with the federal government. 

Keith Healey has been appointed assistant deputy minister of natural heritage and recreation with the Department of Tourism, Culture and Recreation. He served most recently as assistant deputy minister, investment prospecting and export development, with the Department of Industry, Trade and Rural Development.

Baxter Rose has been appointed assistant deputy minister of policy and planning with the Department of Municipal and Provincial Affairs. Mr. Rose most recently held the position of executive director of policy and planning with the department.

Wayne Churchill has been appointed assistant deputy minister of engineering services with the Department of Municipal and Provincial Affairs. He most recently held the position of executive director of engineering with the department.

DONNA KELLAND
Appointed as 
Assistant Deputy Minister
Trade and Investment � Jobs and Growth
Department of Industry, Trade and Rural Development

Ms. Kelland joined the provincial public service in December 1985 as a farm management specialist with the Department of Rural, Agricultural and Northern Development. She continued with that department as manager of farm development programs from May 1987 to February 1989, when she took the position of director of the Farm Business and Evaluation Division of the Department of Forest Resources and Agrifoods. She subsequently held the position of senior policy analyst for economic policy with Cabinet Secretariat before being appointed assistant deputy minister, government services, with the Department of Government Services and Lands in December 1998. She returned to Cabinet Secretariat in August 1999 as assistant secretary to Cabinet for economic policy. Ms. Kelland holds a master of science degree in agricultural economics and a bachelor of science (agriculture) from the University of Guelph. She is a professional agrologist and is a member of the Newfoundland and Labrador Institute of Agrologists/Agricultural Institute of Canada.

TIM MURPHY
Appointed as 
Assistant Secretary to Cabinet for Economic Policy
Cabinet Secretariat

Mr. Murphy began his career with government as a program coordinator with the Department of Fisheries in 1987. Over the years, he has held a number of positions, including: financial analyst, product development officer, and fisheries analyst/coordinator for the Department of Fisheries;
and, analyst, director of regional development, director of resource and economic policy, and director of social and fiscal policy with Intergovernmental Affairs Secretariat. He most recently held the position of assistant deputy minister with the Department of Intergovernmental Affairs and has recently been on an interchange with the Privy Council Office with the federal government. Mr. Murphy holds a bachelor of commerce degree from Memorial University of Newfoundland. 

KEITH HEALEY
Appointed as
Assistant Deputy Minister
Natural Heritage and Recreation
Department of Tourism, Culture and Recreation

Mr. Healey began his career with the public service in 1975 and held various positions with the Department of the Auditor General. He worked with the Internal Audit Division of the Department of Finance from 1984 to1993 before moving to Treasury Board's Organization and Management Division. In September 1996, he was appointed to the position of Comptroller General with the additional responsibility for government-wide policy and direction for information technology. In December 1998, Mr. Healey was appointed assistant deputy minister of corporate affairs with the Department of Industry, Trade and Technology. In February 2001, he assumed the position of assistant deputy minister for investment prospecting and export development with the Department of Industry, Trade and Rural Development. Mr. Healey holds a bachelor of arts degree in political science from Memorial University of Newfoundland and qualified as a chartered accountant in 1981. 

BAXTER ROSE
Appointed as
Assistant Deputy Minister
Policy and Planning
Department of Municipal and Provincial Affairs

Mr. Rose most recently served as executive director of policy and planning with the Department of Municipal and Provincial Affairs. He previously gained extensive experience with the Newfoundland and Labrador Housing Corporation (NLHC), where he served as the director of programs, a program planner, director of program delivery, manager of private non-profit housing, senior management analyst, senior internal auditor and accountant. Prior to working with the NLHC, Mr. Rose was an auditor with the Office of the Auditor General. Mr. Rose is a certified general accountant and holds a certificate of vocational education (honours).

WAYNE CHURCHILL
Appointed as
Assistant Deputy Minister
Engineering Services
Department of Municipal and Provincial Affairs

Mr. Churchill began his engineering career with the Canadian National Railway in 1971 as an assistant regional engineer. Since that time, he has held numerous positions including: town manager for the Town of Conception Bay; local government assistant engineer with the Department of Municipal and Provincial Affairs; manager of municipal planning and design engineering with Municipal and Provincial Affairs; director of the Municipal Engineering Services Division with Municipal and Provincial Affairs; and, most recently, executive director of engineering with Municipal and Provincial Affairs and Newfoundland and Labrador Housing Corporation. Mr. Churchill received an engineering diploma from Memorial University of Newfoundland in 1969 and graduated from Dal-Tech (formerly Nova Scotia Technical College) in 1971 with a bachelor of engineering degree in civil engineering.
