Premier announces senior executive appointments

Premier Roger Grimes today announced appointments to senior public service positions in government.

"The appointment of senior civil servants completes the realignment that will permit my government to move forward with a strong agenda," the premier said.

Following is a list of deputy and assistant deputy ministers for each department:

Biographies of newly appointed Deputy Ministers:

JOSEPH P. O�NEILL
Appointed as Deputy Minister, Labour

Mr. O�Neill began his career as a teacher before joining the public service in 1974 as a conciliation officer with the Department of Labour. He later held the positions of senior conciliator/mediator and director of labour relations with the then Department of Employment and Labour Relations before his appointment in 1994 as assistant deputy minister with the Department of Environment and Labour. Most recently, he has held the position of assistant deputy minister of labour and occupational health and safety with Environment and Labour. Mr. O�Neill holds a level IV teaching certificate from Memorial University of Newfoundland.

HAROLD PRESS
Appointed as Deputy Minister, Education

Mr. Press began his career with the provincial government more than 25 years ago as a planner with the Department of Education. Over the years he has served in various capacities with the department including assistant director evaluation and research, director of corporate and business planning and, most recently, assistant deputy minister. He also served as executive director of the 1992 Royal Commission on Education, director of the Canada/Newfoundland Human Resource Development Secretariat, consultant for the Vista School Board, project director for Treasury Board Secretariat and director of the Strategic Social Plan. He holds bachelor of arts and master of education degrees from Memorial University and a doctorate in education from the University of Toronto.

VIVIAN RANDELL
Appointed as Deputy Minister, Human Resources and Employment

Ms. Randell began her career in the public service three decades ago as a social worker. Since that time she has held a number of posts within the Department of Social Services, including provincial child adoptions coordinator, assistant director of child welfare, director of staff development, director of day care and homemaker services, director of policy and planning with the Department of Human Resources and Employment and, most recently, assistant secretary to Cabinet. Ms. Randell holds a master of arts degree from McMaster University and bachelor of arts and bachelor of social work degrees from Memorial University.

DR. RON SPARKES
Appointed as Deputy Minister, Labrador and Aboriginal Affairs

Dr. Sparkes has been involved with education and special projects in Newfoundland and Labrador for the past 33 years. He is past-president of the College of the North Atlantic and served nine years as president of the former Labrador College. Dr. Sparkes also worked with the Labrador East Integrated School Board including a 10-year term as superintendent of education. He has served on the boards of directors of the Canadian Education Association, the Labrador Winter Games and the Goose Bay Airport Authority. He chaired the Government of Newfoundland and Labrador Advisory Committee on Literacy Policy, acted as federal facilitator for the establishment of an Environmental Institute to monitor low-level flight training in Labrador and Quebec, completed a term as chair of the Literacy Development Council of Newfoundland and Labrador, co-chaired the government�s recent panel on educational delivery, and, most recently, served as the director of the Labrador Institute of Memorial University.

ERIC BURRY
Appointed as Assistant Deputy Minister, Primary, Elementary and Secondary Education, Education

Mr. Burry has an extensive background in education. He began his career as a teacher in 1962, holding positions with schools in Lumsden, Musgravetown, Carmanville and Gander. In 1986, he took the position of executive assistant, professional development, with the Newfoundland and Labrador Teachers� Association, a position he held for 10 years. In 1996, Mr. Burry served as education consultant to Chinorot School in Bangkok, Thailand. The following year he worked as chief advisor and consultant on teacher staff development to administrators with the Bangkok Christian College before assuming his most recent position as president of International Recruiters and Consultants, recruiting teachers for Asian countries. Mr. Burry holds a bachelor of arts (education), bachelor of arts and master of education from Memorial University of Newfoundland.

CAROL RUBY
Appointed as Assistant Deputy Minister, Youth Services and Career Development, Youth Services and Post-Secondary Education

Ms. Ruby was named federal/provincial director of the Canada/Newfoundland Labour Market Development Agreement in April 1997. Prior to that, she worked as ACOA�s service quality coordinator, Canada/Newfoundland Cooperation Agreement on Human Resource Development; director of the Canada/Newfoundland Youth Strategy with the Department of Employment and Labour Relations; and, researcher with the Canada/Newfoundland Youth Strategy. Ms. Ruby began her career as an educator and holds bachelor of arts and bachelor of education degrees from Memorial University.
