Environmental Assessment Bulletin

Environment Minister Ralph Wiseman has announced the following events relative to the Environmental Assessment Act.

UNDERTAKINGS RELEASED:

The minister has released the following projects from environmental assessment in accordance with the provisions of the Environmental Assessment Act:

1) 2001 Mimic Spray Program for Hemlock Looper
Proponent: Department of Forest Resources and Agrifoods

2) 2001 Neemix 4.5 Forest Spray Program for Sawfly
Proponent: Department of Forest Resources and Agrifoods

The Department of Forest Resources and Agrifoods must obtain a Pesticide Operator Licence under the Pesticide Control Act. The licence stipulates environmental protection measures such as:

  • maintenance of a 50 metre no-spray buffer around all water bodies (100 metres for salmon rivers);
  • public notification of the spray program;
  • by advertising in a local newspaper;
  • by posting signs in areas to be treated and verbal notification of adjacent dwelling owners;
  • publication of a toll-free information number.
The proponent does not propose to spray Mimic within any protected water supply. Neemix would potentially be applied in an infested area within an unprotected portion of the Gander Lake Watershed, located north of Bay d'Espoir. This is an immense watershed and the considerable distance from the potential area of treatment to the intake for the water supply would mitigate potential impacts.

DFRA must also comply with all relevant legislation such as the Provincial Parks Act and the Ecological Reserves Act. Therefore, spraying is not permitted within Jipujijkuei Park and the provisional Little Grand Lake Reserve.
