Canada-Newfoundland Infrastructure Program applications available

Joan Marie Aylward, Minister of Municipal and Provincial Affairs, announced today that applications for the Canada-Newfoundland Infrastructure program (CNIP) are being mailed to municipalities throughout the province.

The CNIP runs for six years from 2000-01 to 2005-06 with a total program budget of $153,738,000. The federal government will contribute one-third of the cost of all projects. The remaining two thirds will be shared between the province and the municipalities. The province is consulting with the Newfoundland and Labrador Federation of Municipalities (NLFM) on priorities for the program and the capacity of all municipalities to cost-share and actively participate in this initiative.

"Over the coming weeks, we will continue to consult with the NLFM, and others, on the focus, direction and priorities for the program. We will also consult with the NLFM, and with small towns, in particular to assess the capacity of municipalities to cost-share in the program," said Minister Aylward.

The majority of projects will be selected from proposals submitted by municipalities, thereby ensuring that the most pressing local needs will be met. The federal and provincial governments may also propose projects, up to a maximum of 20 per cent of the program funding, to ensure that regional projects, involving more than one municipality, are not overlooked.

The purpose of the CNIP is to improve urban and rural municipal infrastructure to: enhance the quality of the environment, support long term economic growth, improve community infrastructure, and build 21st century infrastructure through best technologies, new approaches and best practices.

The first, and highest, priority for the program is "Green Municipal Infrastructure", defined as water and wastewater management systems, water management, and solid waste management. The program does permit expenditures to be made on secondary priority items, however eligibility of secondary priorities will depend on the need and demand for green municipal infrastructure, as demonstrated through the application process.
