Minister announces appointment of Mineral Rights Adjudication Board

Mines and Energy Minister Paul Dicks announced today the appointment of the Mineral Rights Adjudication Board.

The board is comprised of Martin Lockyer, a St. John�s lawyer; Sherry Dunsworth, a Pasadena geologist and Noel Gover of Lethbridge, a retired civil servant.

The primary function of the board is to hear and resolve disputes related to the acquisition and issuance of mineral rights and decisions related to the granting and continuation of mineral rights. It has the authority to hear and determine a question, dispute or matter arising out of the application of the Mineral Act and provides for an appeal by a person to the board.

The board will hold office for a period of three years from the date of their appointments.

Mr. Dicks said that he is pleased that such qualified and experienced people have come forward to serve on the board. "We now have an excellent and competent adjudication board in place to hear and resolve mineral related disputes," said Mr. Dicks.

Biographical Sketches

Martin Lockyer

Martin Lockyer is a lawyer living in St. John�s. He graduated from Memorial University in 1982 with a bachelor of commerce degree (honours). Upon graduation from Memorial, he attended Osgoode Hall Law School at York University and received the degree of bachelor of laws in 1985. Mr. Lockyer is currently a partner with the law firm Patterson, Palmer, Hunt, Murphy. He is the regional chair of the firm�s Natural Resources, Energy and Environment Practice Group and has served on the management committee. He has given legal advice in respect of a number of the province�s major resource projects including the Voisey�s Bay nickel deposit, Hope Brook Mine, barite and pyrophyllite deposits and the Hibernia oil field. Mr. Lockyer has also been a director of the Newfoundland Environmental Industries Association.

Sherry Dunsworth

Sherry Dunsworth is a geologist who lives in Pasadena. Ms. Dunsworth holds a bachelor of science (honours-geology) and a masters of science (earth sciences). She has accumulated experience over the past 20 years as a geologist with government and the private sector. She has also served in different capacities within the university and post secondary system. Ms. Dunsworth has also been an author, co-author and editor of numerous publications relating to the geological and mineral sectors.

Noel Gover

Noel Gover is a retired civil servant living in Lethbridge. Mr. Gover worked as a surveyor, provincial claims recorder, manager of quarry rights and manager of mineral rights within the provincial government over a period of 30 years. Mr. Gover has also been elected to the council of the Association of Newfoundland Land Surveyors for three terms. He also served as chair of the Education Committee of the Association of Newfoundland Land Surveyors.
