Minister comments recent escape of Richard Ryan from lawful custody

The Royal Newfoundland Constabulary (RNC) has issued a nation-wide warrant for the arrest of convicted sex offender Richard Norman Ryan, who escaped lawful custody on Thursday, August 3. Mr. Ryan was on escort from Her Majesty�s Penitentiary in St. John�s.

Justice Minister and Attorney General Kelvin Parsons has stated that a comprehensive internal investigation is currently under way to examine issues of policy and job performance as they relate to the escape. He noted that because the investigation is not concluded, it would not be appropriate to comment in detail at this time.

"The Division of Corrections and Community Services has a policy in place which permits humanitarian escorts when there is a case of serious family illness," said Parsons.

With any escort, whether it be to see a doctor, make a court appearance or to visit a sick relative, advance notice is not given to the general public, or people residing in an area where the inmate is being escorted. "The appropriate approach is to ensure that the security measures undertaken are adequate to the risk posed by the inmate," said the minister. "Security measures can include multiple escorting officers and physical restraints such as leg irons or handcuffs."

The RNC in conjunction with the Royal Canadian Mounted Police (RCMP) and other police forces across the country, are engaged in the search for Mr. Ryan and efforts to follow leads from the public and ultimately apprehend him are being pursued. A personal description, as well as a photograph, has been widely circulated, and the public has been cautioned not to approach Mr. Ryan if he is spotted, but rather contact the police.
