Premier Beaton Tulk today announced a number of senior government appointments.

Paul Dean is appointed as deputy minister of Environment and Labour. He moves to the post from his current position as assistant deputy minister � Mines in Mines and Energy. He replaces Ann Marie Hann who was recently named chief executive officer of the Workplace Health, Safety and Compensation Commission.

Bob Smart moves to the position of chairperson and chief executive officer of Newfoundland and Labrador Housing Corporation. He comes to the post from his current position as deputy minister of Forest Resources and Agrifoods.

Allan Masters becomes the new deputy minister of Forest Resources and Agrifoods. He comes to this position from his current post as assistant deputy minister - Forestry and Agriculture (Operations).

Dr. Muhammed Nazir moves to the position of associate deputy minister - Forestry and Wildlife, Forest Resources and Agrifoods and Martin Howlett becomes associate deputy minister � Agrifoods, Forest Resources and Agrifoods . Dr. Nazir is currently assistant deputy minister - Forestry and Wildlife. Martin Howlett is currently chairperson of the Agricultural Products Marketing Board.

Rachelle Cochrane is appointed associate deputy, minister, Intergovernmental Affairs Secretariat. She comes to the position from her current post as assistant deputy minister in the Intergovernmental Affairs Secretariat.

Sean Dutton is appointed to the position of assistant deputy minister, Intergovernmental Affairs.

Rebecca Roome assumes the role of assistant deputy minister- Strategic Social Plan in Human Resources and Employment. She is currently assistant deputy minister � Regional Services in the same department. She assumes responsibility for the Strategic Social Plan.

Jennifer Jeans becomes assistant deputy minister � Regional Services in Human Resources and Employment. She is currently assistant deputy minister, Women�s Policy Office.

Pierre Tobin is appointed assistant deputy minister - Industrial Benefits in Industry, Trade and Technology. He moves back to the department from the Cabinet Secretariat where he has been serving as senior policy analyst and coordinator of the Offshore Development Fund.

Premier Tulk noted that these moves follow the recent appointment of Gary Norris as clerk of the Executive Council and secretary to Cabinet, Andrew Noseworthy as deputy clerk and associate secretary to Cabinet and John Cummings Q.C., as deputy minister of Justice. Mr. Cummings formerly served as clerk of the Exceutive Council. Mr. Norris was formerly deputy clerk and associate secretary to Cabinet. Mr. Noseworthy moved to his new post from the position of deputy minister, Intergovernmental Affairs.

The new appointments are effective November 27.

BIOGRAPHIES

PAUL DEAN
Appointed as Deputy Minister
Department of Environment and Labour

Paul Dean holds bachelor and masters degrees in geology from Memorial University of Newfoundland. Mr. Dean has extensive knowledge of geology from his private and public sector work in the area. Previous to working in government, Mr. Dean was a geologist with a number of private companies and with Memorial University. In 1980, Mr. Dean joined government as a senior geologist in the mineral deposits section of the Department of Mines and Energy. In 1987, he became director of Mineral Lands and Mines Division in the department and then, in 1988, was named assistant deputy minister - Mines Branch. In this role, he was responsible for all programs, policies and legislation relative to mining, mineral exploration and development and geoscience and mineral resource management. Mr. Dean has a number of publications to his credit, as well as membership in a number of professional associations, including the Association of Professional Engineers and Geoscientists of Newfoundland.

ROBERT SMART
Appointed as Chairperson and Chief Executive Officer
Newfoundland and Labrador Housing Corporation

Robert Smart began his career in government as an analyst with Treasury Board Secretariat. Over the last 20 years he has served in a number of positions including: staff relations specialist; director of Treasury Board staff; assistant deputy minister, finance and administration with the Department of Career Development and Advanced Studies; assistant deputy minister, Finance; Administration and Planning with the Department of Education and Training; assistant secretary to Treasury Board, Human Resources and assistant secretary to Treasury Board, Human Resources and Budgeting. Most recently, Mr. Smart served as the deputy minister of Forest Resources and Agrifoods. Mr. Smart holds a bachelor of commerce degree from Memorial University of Newfoundland.

ALLAN MASTERS
Appointed as Deputy Minister
Department of Forest Resources and Agrifoods

Allan Masters most recently served in the position of assistant deputy minister - Forestry and Agriculture (Operations). Mr. Masters� professional experience includes extensive work in the public service for over 20 years. Starting as a silviculture forester, Mr. Masters later became a forest management supervisor, planning silviculturalist, forestry regional supervisor, regional resource director and regional ecosystem director. Mr. Masters holds a bachelor of science in forestry (honours) from University of New Brunswick, as well as other post-secondary courses.

MUHAMMAD NAZIR
Appointed as Associate Deputy Minister - Forestry and Wildlife
Department of Forest Resources and Agrifoods

Muhammad Nazir holds a Ph.D. in economics (resource economics) and masters in economics from Utah State University, as well as a bachelor of science (honours) in forestry from Pakistan Forest College. Dr. Nazir most recently served in the position of assistant deputy minister - Forestry and Wildlife. He has held senior management positions within government, serving in the role of assistant deputy minister of Forestry and chief forester of the Newfoundland Forest Service for over 15 years. In that role, Dr. Nazir was responsible for all aspects of forestry in Newfoundland and Labrador. Prior to that, Dr. Nazir was the director of Forest Products Development, as well as a forest economist, in the Department of Forestry and Agriculture. Dr. Nazir also has a number of publications and major reports to his credit.

MARTIN HOWLETT
Appointed as Associate Deputy Minister - Agrifoods
Department of Forest Resources and Agrifoods

Martin Howlett has a long history of public service, particularly in the area of agriculture. Mr. Howlett served in a number of positions within the agricultural industry, in both the private and public sectors after graduating from the Nova Scotia Agricultural College. He was the president and general manager of Howlett Enterprises, chair of the Farm Development Loan Board, and a director of Farm Business and Evaluation. Within the provincial government, Mr. Howlett served as the assistant deputy minister - Agriculture in the Department of Forestry and Agriculture and as assistant deputy minister - Agrifoods in the Department of Forest Resources and Agrifoods.

RACHELLE COCHRANE
Appointed as Associate Deputy Minister
Intergovernmental Affairs Secretariat

Rachelle Cochrane began her career in government as a labour market analyst in the Department of Education. Over the years, she has served in a various roles including manager, Policy and Program Research in the departments of Employment and Labour Relations and Education, as project director in the Department of Environment and Labour, and as director, Social Policy, Intergovernmental Affairs Secretariat. Most recently, Ms. Cochrane held the position of assistant deputy minister in the Intergovernmental Affairs Secretariat. Ms. Cochrane holds a bachelor of arts in economics and business from Memorial University.

SEAN DUTTON
Appointed as Assistant Deputy Minister
Intergovernmental Affairs Secretariat

Sean Dutton served for six months as assistant deputy minister (acting) with the Intergovernmental Affairs Secretariat in 1999 and recently completed a temporary assignment with the Cabinet Secretariat of Executive Council. Previously, Mr. Dutton was director of Resource and Economic Policy with the Intergovernmental Affairs Secretariat, a position he held for two and a half years. Mr. Dutton first worked with Intergovernmental Affairs as a policy analyst on defense policy issues, and later as senior analyst on resource and economic policy matters. Mr. Dutton is a graduate of Acadia University, holding a bachelor of arts (honours) and a master of arts, both in political science.

REBECCA ROOME
Appointed as Assistant Deputy Minister - Strategic Social Plan
Department of Human Resources and Employment

Rebecca Roome has served as the assistant deputy minister of Regional Services in the Department of Human Resources and Employment. She has approximately 20 years of human resource and management experience. Ms. Roome began working with government in 1983 as a staffing officer with the Public Service Commission, and then progressed to director of Human Resources, Department of Human Resources and Employment before assuming her current appointment of assistant deputy minister. Her academic qualifications include a bachelor of arts (sociology), bachelor of social work, and completion (with distinction) of the program in Community Education in the Field of Addictions. She has also completed courses in social work at the masters level.

JENNIFER JEANS
Appointed as Assistant Deputy Minister - Regional Services
Department of Human Resources and Employment

Jennifer Jeans has most recently served as assistant deputy minister - Women�s Policy Office. Ms. Jeans spent 11 years as both a senior analyst and a director in the Intergovernmental Affairs Secretariat, where she provided senior level policy monitoring, analysis and advice in a wide range of resource, social and economic policy areas. She also worked for one year on secondment to the former Department of Social Services, where she was the senior analyst responsible for managing that department�s strategic planning process. Ms. Jeans has also been a policy analyst in the Cabinet Secretariat and holds a bachelor of arts in anthropology from Memorial University.

PIERRE TOBIN
Appointed as Assistant Deputy Minister
Department of Industry, Trade and Technology

Pierre Tobin began his career in government in 1982 as a development officer in the Department of Development. In 1986, he became a senior development officer and served in this role within the Industrial Operations Division of the former Department of Development and the Business Analysis Division within the Department of Industry, Trade and Technology. Mr. Tobin became the manager of Business Support Program with that department in 1994 and was responsible for the administration of cost-shared agreements delivered by the department and federal partners, as well as delivery of the EDGE program. Most recently, he was with Cabinet Secretariat where he served as a senior policy analyst and coordinator of the Offshore Development fund. Mr. Tobin holds bachelor of arts and masters of business administration degrees from Memorial University of Newfoundland.
