New on-line personal property registry system for province

Ernie McLean, Minister of Government Services and Lands, today announced that the province has signed an agreement with Unisys Canada and xwave solutions which creates a new on-line, personal property registration system for the Government of Newfoundland and Labrador.

Mr. McLean said: "As a result of this agreement, we have replaced outdated legislative and business practices and are now providing electronic services in line with those provided throughout the country."

Using a personal computer with a modem or Internet access, clients of the registry can now give electronic notice of their security interest or encumbrance on personal properties such as cars, boats and appliances. This registration establishes their priority over other creditors with respect to those properties.

The new personal property system also enables new types of securities to be registered such as licences, leases and stocks. The minister said that the registration of these properties enables individuals to use such assets as collateral when seeking financing.

Because information is now being transferred electronically, clients no longer have to visit a central registry located in St. John's to conduct business. They can access the service from any location in Newfoundland and Labrador. Extended hours of operation are also in place. The new registry is available 8 a.m. to 8 p.m., Monday to Saturday.

Registry clients also pay fees electronically as each transaction is processed.

Mr. McLean said: "This is a service long awaited by clients of the registry, especially financial and legal institutions. This system enables businesses to conduct their operations in a more efficient and effective manner and this, in turn, means that services will be provided to the general public in a more timely manner."

The new registry system is available through an agreement between xwave solutions and Atlantic Canada On-Line (ACOL). xwave solutions is the Government of Newfoundland and Labrador's IT solution partner in the development and management of government systems.

Atlantic Canada On-Line is an electronic service providing access to information maintained by the four provincial governments in Atlantic Canada. It is managed by Unisys Canada in partnership with the four provinces.

David Wagner, president and CEO of Unisys said: "This new system supports multi-province registration and search capabilities giving clients access to databases in all four provinces. This is exactly the type of regional access system envisioned for ACOL."

Peter Shea, vice president, Public Sector Practice, xwave said: "In keeping with the spirit of our long-standing relationship with government, data will be maintained in a secure environment within xwave's robust data centre. xwave will act as an agent of the Government of Newfoundland and Labrador to facilitate the arrangement with Unisys for the provision of this beneficial electronic service."
