Premiers Tobin and Bouchard provide update on Churchill River Power Project

Premiers Brian Tobin and Lucien Bouchard today reviewed progress on negotiations for the Churchill River Power Project.

The premiers reaffirmed their commitment to meaningful consultation with the Innu of Labrador and Qu�bec. "This project will have potential impacts on aboriginal communities in both our provinces," Premier Tobin noted. "Particularly in light of the concerns they have raised in the past, it is important that we effectively consult with the Innu on aspects of the project that concern them. We shall ensure that they are given an appropriate amount of time to develop a full appreciation of this project and the benefits and opportunities that come with it," said Premier Bouchard.

The premiers also reaffirmed their commitment to a single environmental assessment for the project, and to the involvement of the Innu in this process. The utilities are now completing consultations with Innu communities on the 1999 environmental field work program which is scheduled to commence in the very near future. "We look forward to their active participation during the upcoming field season."

The premiers also noted that engineering studies have concluded that the initial project design be modified. The initial project design reviewed by the premiers in March 1998 involved the diversion of two Qu�bec rivers. Studies have since concluded that, by improving the utilization of the existing Upper Churchill Power House, similar energy levels can be generated by the partial diversion of one river. This will limit the potential disturbance created by the project, and it would further minimize the potential for environmental impacts from the project.

"The Churchill River Power project has been evolving since March 1998," added Mr. Tobin. "It is a complex, multi-party project involving three governments, two utilities and the Innu of Labrador and Qu�bec. With a project of this magnitude, we will take the time necessary to get it right."
