Premier announces senior appointments

Premier Brian Tobin today announced a number of senior appointments.

Donna Kelland is appointed as Assistant Secretary to Cabinet for Economic Policy, Cabinet Secretariat. Ms. Kelland moves to the post from her current position as Assistant Deputy Minister - Government Services, Department of Government Services and Lands.

Philip McCarthy becomes the new Assistant Deputy Minister (Acting) - Government Services. He comes to that position from his current post as Senior Policy Analyst - Economic Policy Division, Cabinet Secretariat.

Loretta Chard is appointed as Assistant Deputy Minister (Acting) - Institutions, Department of Health and Community Services. Ms. Chard moves to that position from her current post as Senior Policy Analyst - Social Policy Division, Cabinet Secretariat.

The appointments are effective September 1, 1999.

DONNA KELLAND
Appointed as
Assistant Secretary to Cabinet for Economic Policy
Cabinet Secretariat

Donna Kelland joined the provincial public service in December 1985 as a farm management specialist with the Department of Rural, Agricultural and Northern Development. She continued with that department as Manager, Farm Development programs, from May 1987 to February 1989, when she took the position Director, Farm Business and Evaluation Division, with the Department of Forest Resources and Agrifoods. She then held the position of Senior Policy Analyst, Economic Policy with Cabinet Secretariat before being appointed Assistant Deputy Minister (Acting) - Government Services, with the Department of Government Services and Lands in December of last year. Ms. Kelland holds a Master of Science degree in agricultural economics and a Bachelor of Science (Agriculture) from the University of Guelph. She is a professional agrologist and is a member of the Newfoundland and Labrador Institute of Agrologists/Agricultural Institute of Canada.

 

PHILIP McCARTHY
Appointed as
Assistant Deputy Minister (Acting) - Government Services
Department of Government Services and Lands

Mr. McCarthy joined the provincial public service in 1977 as a statistician with the Newfoundland Statistics Agency of Executive Council. Since then he has held various positions within government including statistician and later system analyst with Agricultural Branch of the Department of Forestry and Agriculture (later Department of Rural, Agricultural and Northern Development). In 1985, he became Director of Production and Marketing with the Agricultural Branch. In January 1993, Mr. McCarthy moved to the Agrifoods Branch of the now Department of Forest Resources and Agrifoods as Director of Special Projects. From there he moved to his current position as Senior Policy Analyst - Economic Policy, Cabinet Secretariat. He holds a Bachelor of Science degree (mathematics) from the University of Prince Edward Island and a Bachelor of Science degree (computer science) from Memorial University.

 

LORETTA CHARD
Appointed as
Assistant Deputy Minister (Acting) - Institutions
Department of Health and Community Services

Loretta Chard has considerable experience in the health care sector. Ms. Chard began her career as a health care professional in nursing in 1973. In 1978 she became director of staff education at Western Memorial Regional Hospital in Corner Brook, a position she held until 1987. From 1987 to 1996, Ms. Chard worked as assistant director of education, research and communication services with the Newfoundland and Labrador Health Care Association (NLHCA). In May 1997, she held the position of project manager, health and community services integration initiative with the Department of Health and Community Services and the following year became Acting Director of Planning and Evaluation with the department. For the past year, Ms. Chard has served as Senior Policy Analyst - Social Policy, Cabinet Secretariat. Ms. Chard is a Master of Science in Community Medicine candidate at Memorial University. She holds a Bachelor of Nursing degree from Memorial University as well as several other professional diplomas from Memorial, the Canadian Hospital Association, and the General Hospital School of Nursing.
