Premier Tobin announced today the appointment of John R. Cummings, Q.C., as Clerk of Executive Council and Secretary to the Cabinet.

The appointment follows the resignation of Malcolm Rowe, Q.C, who has been appointed a Justice of the Supreme Court of Newfoundland, Trial Division in Corner Brook.

Premier Tobin also announced that Gary Norris will become the Deputy Clerk of Executive Council and Associate Secretary to the Cabinet.

The premier expressed his sincere thanks to Mr. Rowe for his invaluable service to him and to the government and the people of Newfoundland and Labrador over the course of the last three years and congratulated him on his appointment to the bench.

These appointments will take effect immediately.

JOHN CUMMINGS, Q.C.

Appointed as
Clerk of the Executive Council
and Secretary to Cabinet

John Cummings has worked with the provincial government since 1976. Most recently he served as the Deputy Clerk of the Executive Council and Associate Secretary to Cabinet. Mr. Cummings previously served as General Counsel and Assistant Deputy Minister with the Department of Justice. He attended Memorial University of Newfoundland and received his Bachelor of Laws Degree from Dalhousie University and has been a member of the Newfoundland Bar since 1976.

GARY NORRIS

Appointed as
Deputy Clerk of Executive Council
and Associate Secretary to the Cabinet

Gary Norris has been employed with the Government of Newfoundland and Labrador since 1977. His most recent role was Assistant Secretary to Cabinet, Economic Policy. Prior to this position Mr. Norris held the position of Assistant Deputy Minister of Environment and Labour, Environment Branch. He has also worked in other government positions with Treasury Board Secretariat and the Department of Finance. Mr. Norris graduated with a Bachelor of Arts Degree in Political Science and Economics from Memorial University in 1977.
