Premier announces senior
appointments
Premier Brian Tobin today
announced a number of senior appointments, effective immediately.
Deborah Fry is appointed as
Deputy Minister of Health and Community Services. Ms. Fry moves to the post
from her current position as Deputy Minister of Human Resources and
Employment. She replaces Joan Dawe who will stay on as Special Advisor to
the Minister of Health and Community Services during the transition period.
"I would like to extend
special thanks to Joan Dawe, who returned from retirement on May 4, 1998 to
take up the post of Deputy Minister of Health and Community Services for a
period of one year," said Premier Tobin. "Her expertise and advice
have been invaluable, and I appreciate that she has agreed to remain on for
a period of overlap with her successor before resuming her retirement as
originally planned."
Wayne Green becomes the new
Deputy Minister of Human Resources and Employment, and comes to that
position from his current post as Deputy Minister of Education.
Florence Delaney is the new
Deputy Minister of Education. Ms. Delaney's current position is Assistant
Secretary Budgeting with Treasury Board Secretariat.
Brenda Caul assumes the position
of Assistant Secretary Budgeting (Acting) with Treasury Board Secretariat.
She moves from the position of Assistant Deputy Minister - Municipal Support
(Acting) with the Department of Municipal and Provincial Affairs.
Ramona Cole is the new Assistant
Deputy Minister - Municipal Support with the Department of Municipal and
Provincial Affairs. She is currently with the Department of Education as
Assistant Deputy Minister - Finance and Administration.
David Lewis moves to the
position of Assistant Deputy Minister - Finance and Administration (Acting)
with the Department of Education. He currently serves as Executive Director
- Resource Development with the Department of Fisheries and Aquaculture.
Mike Warren becomes the new
Executive Director - Harvesting (Acting) with the Department of Fisheries
and Aquaculture. He currently serves as Director of the Planning Services
Division in the same department.
Wayne Oakley assumes the role of
Assistant Deputy Minister - Special Projects with the Department of
Education. One of his assignments is to assess the current methodology of
resource allocation to special needs students. Mr. Oakley is currently
Assistant Deputy Minister - Primary, Elementary and Secondary Education with
the same department.
Harold Press will become the new
Assistant Deputy Minister - Primary, Elementary and Secondary Education
(Acting) with the Department of Education. He is currently serving as
Director, Strategic Social Plan.
George Skinner, currently
Assistant Deputy Minister - Transitional and Regional Services with the
Department of Human Resources and Employment, takes on a new role as
Assistant Deputy Minister - Special Projects. His assignment is to review
current services and design a Provincial Employee and Family Assistance
Program (EAFP) for piloting with the St. John's Health and Community
Services Board.
Rebecca Roome becomes the new
Assistant Deputy Minister - Regional Services (Acting) with the Department
of Human Resources and Employment. She moves to the position from her post
as Director of Policy, Planning and Evaluation with the Department of Human
Resources and Employment.
The premier also confirmed
several officials in positions. Bruce Hollett has been confirmed as Deputy
Minister, Industry Trade and Technology, and Deputy Minister Responsible for
the Voisey's Bay Project. Donna Brewer has been confirmed in her position as
Assistant Deputy Minister - Support Services with the Department of Health
and Community Services.

JOAN DAWE
Appointed As
Special Advisor to the
Minister of Health and Community Services
Ms. Dawe began her career in
the health care field more than 35 years ago as a nurse. Through the
years she has served in a number of positions, including: Assistant
Director of Nursing - Dr. Charles. A. Janeway Child Health Centre;
Associate Director of Nursing, Assistant Administrator and Associate
Executive Director - St. Clare's Mercy Hospital; Executive Director of
the St. John's Hospital Council; Assistant Deputy Minister - Community
Health; and before her retirement, as Deputy Minister with the
Department of Human Resources and Employment. Most recently she returned
to government as Deputy Minister with the Department of Health and
Community Services. Ms. Dawe holds a Bachelor of Arts from Memorial
University, as well as having graduated from St. Clare's Mercy Hospital
School of Nursing.
DEBORAH FRY
Appointed as Deputy Minister
Department of Health and Community Services
Deborah Fry has 19 years
experience in progressively more responsible positions within the public
service of Newfoundland and Labrador. She began as a Solicitor in the
Department of Justice, where she also served four years as Associate
Deputy Minister between 1987 and 1991. She has been Assistant Deputy
Minister in the former Department of Labour, and has served as Deputy
Minister in the Departments of Employment and Labour Relations,
Education, and most recently, Human Resources and Employment. Ms. Fry
has also worked as a nurse, and holds both a Bachelor of Science in
Nursing, and a Bachelor of Laws, from the University of Saskatchewan.
She is active in a variety of professional and public service
organizations.
WAYNE GREEN
Appointed as Deputy Minister
Department of Human Resources and Employment
Wayne Green has 25 years
experience in the public sector, with 15 years at the Assistant Deputy
Minister level. During his career, Mr. Green has served as a management
analyst for Treasury Board Secretariat, as Assistant Deputy Minister for
Labour and Manpower, Department of Career Development; Assistant
Secretary to Cabinet for Social Policy; Deputy Minister of Government
Services and Lands; and most recently as Deputy Minister of Education.
Mr. Green holds a Bachelor of Commerce from Memorial University.
FLORENCE DELANEY

Deputy Minister
Department of Education
Florence Delaney has 25
years experience in the public sector. She began her career as an
administrative officer with the Department of Consumer Affairs. Since
then she has held various positions including: organization and
management analyst with Treasury Board Secretariat; management analyst,
Department of Finance; Director of Finance and General Operations,
Department of Works, Services and Transportation; Director of Budgeting,
Treasury Board Secretariat; Assistant Deputy Minister, Finance and
Administration, Department of Education; Assistant Secretary to Cabinet
for Social Policy, and most recently as Assistant Secretary Budgeting
with Treasury Board Secretariat. Ms. Delaney holds a Bachelor of
Commerce from Memorial University of Newfoundland.
BRENDA CAUL
Appointed as
Assistant Secretary - Budgeting (Acting)
Treasury Board Secretariat
Brenda Caul has spent most
of her career with the Newfoundland and Labrador Housing Corporation,
where she was comptroller for 17 years. In recent months she has held
the position of Assistant Deputy Minister - Municipal Support (Acting)
with the Department of Municipal and Provincial Affairs. She has also
served as comptroller and chief financial officer of the Newfoundland
and Labrador Housing Corporation. Ms. Caul has worked as assistant
comptroller with the corporation and also as a staff accountant with
H.R. Doane and Company. Ms. Caul holds a chartered accountant
professional designation, a Bachelor of Science from Memorial University
of Newfoundland and has served as the secretary of the Newfoundland
Chapter of the Treasury Managers Association.
RAMONA COLE
Appointed as
Assistant Deputy Minister - Municipal Support
Department of Municipal and Provincial Affairs
On graduation from the
Bachelor of Commerce (Honours) program from Memorial University, Ramona
Cole worked as an auditor with a St. John's Chartered Accounting firm.
She subsequently worked as an auditor with Revenue Canada, and joined
the provincial public service in 1982 as a budget officer with Treasury
Board Secretariat. Ms. Cole also worked as a senior policy officer with
Executive Council Secretariat. She has held the position of Director of
Financial and General Operations with the Department of Works, Services
and Transportation, Assistant Deputy Minister with the Department of
Municipal and Provincial Affairs, and Assistant Deputy Minister with the
Department of Education. She is a long-time member of the Institute of
Chartered Accountants of Newfoundland and received her Chartered
Accountant designation in 1981.
DAVID LEWIS
Appointed As
Assistant Deputy Minister - Finance and Administration (Acting)
Department of Education
David Lewis has more than 20
years experience in government, starting with a research position with
the federal Department of Fisheries and Oceans. He also worked as an
executive assistant with the Fisheries Association of Newfoundland and
Labrador (FANL). Provincially, he has served as Director of Planning
Services with the Department of Fisheries, as Director of Income Support
with Human Resources and Employment, and most recently as Executive
Director - Resource Development with the Department of Fisheries and
Aquaculture. Mr. Lewis holds a Master of Business Administration, a
Bachelor of Science and a Bachelor of Education, all from Memorial
University.
MIKE WARREN
Appointed As
Executive Director - Harvesting (Acting)
Mike Warren began his career
with government as a project officer with the Department of Fisheries
and Aquaculture. Over the years he has served as Fisheries Planning
Supervisor, and Director - Planning Services Division. Prior to joining
government, Mr. Warren worked as a geographer with a private engineering
firm. He holds a Bachelor of Science (Honours) from Memorial University.
WAYNE OAKLEY
Appointed as
Assistant Deputy Minister - Special Projects
Department of Education
Wayne Oakley has worked in
the field of education for almost 30 years, first as a teacher, and then
with the Avalon Consolidated School Board. Over the years he has served
as Director of Curriculum and Instruction with the Department of
Education, and most recently as Assistant Deputy Minister - Primary,
Elementary and Secondary Education. Mr. Oakley holds a Bachelor of
Science and a Bachelor of Education, as well as a Master of Curriculum
and Instruction, all from Memorial University. He also holds a Doctor of
Philosophy in Education from the University of Ottawa.
HAROLD PRESS
Appointed as
Assistant Deputy Minister - Education (Acting)
Department of Education
Harold Press began his
career with the provincial government more than 25 years ago as a
planner with the Department of Education. Over the years he has served
in various capacities with the department including Assistant Director
Evaluation and Research and, most recently, Director of Corporate and
Business Planning. He also served as Executive Director of the
1992 Royal Commission on Education, Director of the Canada/Newfoundland
Human Resource Development Secretariat, Consultant for the Vista
School Board, Project Director for Treasury Board Secretariat and
Director of the Strategic Social Plan. He holds Bachelor of Arts and
Master of Education degrees from Memorial University and a doctorate in
education from the University of Toronto.
GEORGE SKINNER
Appointed As
Assistant Deputy Minister - Special Projects
Department of Human Resources and Employment
George Skinner began his
career nearly 30 years ago with the Alcohol and Drug Addiction
Foundation of Newfoundland and Labrador, moving up through the
organization to become the Chair and Chief Executive Officer. In 1992,
Mr. Skinner became Assistant Deputy Minister - Program Development with
the then Department of Social Services, and has served most recently as
Assistant Deputy Minister - Transitional and Regional Services with the
Department of Human Resources and Employment. He holds a Master of
Social Work, a Bachelor of Social Work and a Bachelor of Science, all
from Memorial University.
REBECCA ROOME
Appointed As
Assistant Deputy Minister - Regional Services (Acting)
Department of Human Resources and Employment
Rebecca Roome began her
career with government at the Public Service Commission almost 20 years
ago. She worked as a staffing officer and a personnel services analyst
before moving to Treasury Board Secretariat. There she served as an
analyst and then a staff relations specialist in collective bargaining.
Ms. Roome moved to Human Resources and Employment in 1995 as Director of
Human Resources, and has since served as Director of Human Resource
Planning and most recently as Director of Policy, Planning and
Evaluation. Ms. Roome has completed studies at the Master of Social Work
level, and holds a Bachelor of Social Work and a Bachelor of Arts, all
from Memorial University.
BRUCE HOLLETT
Appointed as
Deputy Minister
Department of Industry, Trade and Technology and Voisey's Bay Project
Bruce Hollett has worked
with provincial government for 16 years. He was appointed to the
Department of Industry, Trade and Technology as Deputy Minister (Acting)
in October 1998. Prior to that he served as the Assistant Deputy
Minister for the Voisey's Bay Project Secretariat. Other positions have
included Assistant Deputy Minister of fiscal and tax policy, Department
of Finance; director of social and fiscal policy, Intergovernmental
Affairs Secretariat; director of fiscal policy, Department of Finance;
and manager of fiscal planning and analysis for the Fiscal and Tax
Policy Branch, Department of Finance. Mr. Hollett worked as a private
consultant and industry analyst before coming to government. He holds a
Masters of Business Administration from York University and a Bachelor
of Commerce from Memorial University of Newfoundland.
DONNA BREWER
Appointed as
Assistant Deputy Minister - Support Services
Department of Health and Community Services
Donna Brewer began her
career with the Government of Newfoundland and Labrador in 1987. She was
appointed as Assistant Deputy Minister - Support Services (Acting) in
November 1998. Prior to that she was Director of Budgeting, Treasury
Board Secretariat. Over the years, Ms. Brewer has worked in a variety of
provincial government positions including positions with Treasury Board
Secretariat, the Department of Education, the Provincial Public
Libraries Board and the Department of Health. Ms. Brewer holds a
chartered accountant professional designation and a Bachelor of Commerce
(cooperative) honours degree from Memorial University of Newfoundland.
