Details of Waste Management Trust Fund Program Announced

Environment and Labour Minister, Oliver Langdon, today announced details surrounding the recently announced Waste Management Trust Fund Program including the funding categories, applicant eligibility, possible funding levels and program management.

On July 20, Premier Tobin announced that $3 million had been allocated to the Newfoundland and Labrador Waste Management Trust Fund for community based environmental initiatives, such as river clean-ups, recycling programs and environmental education programs.

Minister Langdon stated today that responsibility for the administration of approved projects will rest with the Multi-Material Stewardship Board. The board comprises representatives of industry, government and the public, and was established to oversee the development of environmental stewardship programs, such as the beverage container recycling program.

Applications to the fund will be received and evaluated by the Multi-Material Stewardship Board (MMSB). Applications will be accepted by the board up to October 29, 1999. Applications will be approved on an on-going basis even before the October 29, 1999 date so applicants are advised to get their proposals submitted for consideration of such early approval.

The Program criteria includes 6 categories for public/private organizations ranging from proposals to develop recycling programs, to waste materials clean up activities, to the delivery of seminars or educational programs aimed at enhancing environmental objectives. Funding assistance ranges from 50 per cent to 100 per cent with applicants to demonstrate support from other sources, including in-kind support in certain times. Further detail is provided in Appendix A entitled "Trust Fund Categories and Proposed Funding Levels".

"I believe that this new program represents the single most important community based environmental initiative ever announced in this Province," said Minister Langdon. "Individuals, community groups, schools, businesses, municipalities and others now have access to funding dedicated to the conservation and improvement of the Province's environment."

The Trust Fund was established using surplus funds generated through the beverage container recycling program. Government, in consultation with industry, agreed to transfer funds to the Trust Fund at this time while ensuring that appropriate funding levels are maintained to secure and enhance the beverage container recycling program.

TRUST FUND CATEGORIES AND PROPOSED FUNDING LEVELS

FUNDING CATEGORY

PROPOSED FUNDING LEVELS

Development of a municipal, institutional or regional recycling program which supports existing programs approved by the Minister.

Not exceeding 75% of total project cost to a maximum contribution of $50,000

Planning, development and upgrading of a regional or municipal waste management system.

Planning for individual and regional waste mgt. systems will be funded up to 50% and 100% of total cost respectively.

Development costs for all waste mgt. systems will be funded on a 50/50 basis.

Workshops, seminars or educational or promotional programs or activities which would enhance waste management.

Not exceeding 75% of total project cost to a maximum of $50,000

Community service groups, municipalities, schools and others for waste material cleanup activities.

Not exceeding 75% of total project cost to a maximum of $25,000

Investigation and demonstration of new technologies that would enhance waste management.

Not exceeding 50% of total project cost to a maximum of $50,000

Market analysis and feasibility studies related to business development opportunities resulting from a waste management activity.
