Environmental Assessment Bulletin

Environment and Labour Minister Oliver Langdon has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies may be obtained by contacting the Regional Office of the Department of Environment and Labour or by calling toll free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown for each item.

NEW UNDERTAKINGS REGISTERED:

Lower Cove Limestone/Dolomite Quarry Expansion

(Proponent: Atlantic Minerals Limited)

The proponent proposes to expand the existing limestone and dolomite quarry operations at Lower Cove on the Port au Port Peninsula. Expansion of the dolomite quarry will require the drainage of a 12.4 hectare pond. A second dolomite quarry is planned to be constructed when the existing dolomite quarry is exhausted. Additional construction to be completed during proposed expansion includes a 10 hectare tailings pond and pipeline and a 1.7 km access road to the second dolomite quarry. The undertaking was registered on April 1, 1999, public comments are due on May 7, 1999, and the minister's decision is due on May 16, 1999.

Frenchman's Cove Nine-hole Golf Course Expansion (West)

(Proponent: Grande Meadows Golf Course Association Inc.)

The proponent proposes to construct a nine-hole golf course expansion to the southwest of the existing nine-hole golf course at Frenchman's Cove. The proposed nine-hole expansion will be on a 93 hectare site located between highway 213, highway 220 and Frenchman's Cove Barasway. A bridge and three metre wide by 750 metre long trail will link the nine-hole expansion to the existing nine-hole course. Construction at the site will include a club house, fairways, greens, sand traps and an irrigation system. The undertaking was registered on April 9, 1999, public comments are due on May 14, 1999, and the Minister's decision is due on May 24, 1999.

La Poile to Grand Bruit Transmission Line

(Proponent: Newfoundland and Labrador Hydro)

The proponent proposes to construct a 14.4 kV transmission line from La Poile to Grand Bruit. The proposed transmission line will provide electric power to the community of La Poile from the interconnected system of the province and replace local diesel-powered generators. The transmission line will consist of approximately 12 kilometres of terrestrial line and 3.2 kilometres of submarine cable. The submarine cable will cross La Poile Bay from Gallyboy Harbour to Cow Beach.

The undertaking was registered on April 14, 1999, public comments are due on May 15, 1999 and the minister's decision is due on May 29, 1999.

1999 Sawfly Spray Program (Central and Western Newfoundland)

(Proponent: Department of Forest Resources and Agrifoods)

The proponent is proposing to apply the chemical insecticide, trichlorfon (Dylox), to selected forest areas (mainly silviculturally treated stands) to reduce population levels of the balsam fir sawfly and yellowheaded spruce sawfly. Dylox will be applied during the larval feeding stages thereby minimizing the loss of foliage and preventing tree mortality. In addition to the operational program, the proponent proposes to conduct experimental trials to determine the minimum amount of Dylox required to give maximum foliage protection and insect control. The spray program is tentatively scheduled to begin in mid- to late-July and continue to early August. The undertaking was registered on April 16, 1999, public comments are due on May 16, 1999, and the minister's decision is due on May 31, 1999.

ENVIRONMENTAL IMPACT STATEMENT RECEIVED

Voisey's Bay Mine/Mill Project

(Proponent: Voisey Bay Nickel Company/INCO)

The minister of Environment and Labour has received the environmental assessment panel report of the proposed Voisey's Bay mine and mill project. The government will now review and consider the report and the panel's recommendations during the next two months in an effort to provide a timely response to the report. A limited number of copies are available at the Department of Environment and Labour, 4th Floor, West Block, Confederation Building. Copies of the report will also be placed on reserve at the Department of Environment and Labour and at the Queen Elizabeth II Library at Memorial University in St.John's. Copies of the report are available from the Canadian Environmental Assessment Agency in Ottawa or on the web site at //www.ceaa.gc.ca. UNDERTAKINGS RELEASED FROM ENVIRONMENTAL ASSESSMENT:

The minister has decided that an Environmental Impact Statement is not required for the:

Forest Management Plan District 18 (Northern Peninsula) Amendment

(Proponent: Newfoundland Forest Service)

This project has been released from environmental assessment as per requirements of the Environmental Assessment Act.
