Budget highlights 1999/2000 Department of Education - K-12 system

The Department of Education renewed its commitment for a successful education reform process, ensuring benefits are realized in the classroom by re-investing savings and committing new monies. Here are the highlights for the Kindergarten to Grade 12 system:

SCHOOL BOARD DEBTS TO BE PAID

When the previous 27 school boards were consolidated into 11 non-denominational boards, government provided funding of $24 million to clear up outstanding capital debts and operating deficits. Now that consolidation has been completed and final deficit amounts can be accurately determined, additional funds up to $1.2 million have been earmarked to cover shortfalls not previously identified.

SCHOOL BOARD OPERATING GRANTS INCLUDING STUDENT ASSISTANTS AND BUSSING TO REMAIN STABLE

Government remains committed to a successful implementation of school reform. As school boards across the province introduce efficiencies and reduce duplication, all cost savings will be retained by boards to reinvest in their schools. Operating grants for 1999/2000 to school districts across the province will remain at last year's levels to a total value of $130 million. "This is a significant benefit to school boards who have encountered enrolment decline and consolidated schools," said Minister Foote. "It enables school boards to provide additional resources where they count most, at the classroom level.

"Any investment in the students of Newfoundland and Labrador is an investment in the future economic well being of this province."

Operating grants pay for instructional material, administrative support and substitute teachers. Also included is monies for school bussing. The provincial funding allocated for the transportation of students to and from school will remain constant.

In addition, government has committed resources to the provision of student assistants to improve the educational experience of students with special needs. This year's budget has been maintained at a level consistent with the 1998/99 requirements. Special needs children will be fully aware, before they leave school in June, of the level of services available for them in September.

"These students are the most vulnerable people in society and government remains committed to providing the maximum opportunities for them within our financial means," said Minister Foote.
